Property Assessment Services Branch of the Department of Municipal and Northern Relations is hiring a qualified individual to join their team. Qualifications:
Essential:
Experience providing clerical and administrative support
Experience reading legal descriptions, survey and/or subdivision plans
Experience working with database systems, including data entry for updating and maintaining records
Strong organizational skills with experience in identifying priorities and working effectively under tight timelines to meet deadlines
Proficiency in Microsoft Office Suite including Word, Excel or other similar programs
Strong interpersonal skills for developing and maintaining positive working relationships with the public and other staff
Strong written communication skills with the ability to prepare various correspondence and reports
Excellent verbal communication skills
Ability to work independently with minimal supervision
Experience processing and analyzing documents a with a high degree of accuracy and attention to detail
Proficiency with mathematics concepts and calculations
Desired:
Comprehensive knowledge of legal land descriptions in Manitoba, including ownership interests and experience searching Titles at The Property Registry
Knowledge of assessment services including policy, taxation and applicable statute law
Duties:
This role is a senior clerical position in the central Property Assessment Services Branch (PASB) where the incumbent requires a comprehensive knowledge of assessment policy, assessment and tax procedures and applicable statute law. The incumbent provides direct support to the branch's Manager of Assessment Roll Administration and oversees the branch's district assessment program that processes owner, address, property characteristic and jurisdictional changes in assessment and tax databases. The position supports the Manager in ensuring that the appropriate tax class and liability is applied to new owners of property across the ten Property Assessment Services Branch (PASB) district offices and is responsible for drafting guidance manuals, policies and training programs for assessment staff on matters pertaining to the processing of assessment data, including legal descriptions, land titles documents, ownership, plans of subdivision, assessment roll production, assessment and tax cycles, and associated computer applications.
