The Applications Development Group Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities.

Responsibilities:

• Manage multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions)
• Provide strategic influence and exercise control over resources, budget management and planning while monitoring end results
• Utilize in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues
• Ensure essential procedures are followed and contribute to defining standards
• Integrate in-depth knowledge of applications development with overall technology function to achieve established goals
• Provide evaluative judgement based on analysis of facts in complicated, unique, and dynamic situations including drawing from internal and external sources
• Influence and negotiate with senior leaders across functions, as well as communicate with external parties as necessary
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Education:

• Bachelor's degree/University degree or equivalent experience

Job Purpose:

The Rates Flow Trading Core Services Technology team supports Citi's Electronic client franchise for the Rates Business globally. We're seeking to hire an experienced

candidate to lead and advance the Rates Trading platform creating a best in class, next

generation product for our clients' franchise. This includes providing key services utilized by critical trading flows across both multi-dealer and single dealer channels globally as well developing a performant, scalable and strategic architecture that will take the platform into the future.

This is a challenging and exciting opportunity to be a part of one of the largest and most sophisticated electronic distribution platforms in Rates on the street. It will involve working directly with other technology teams and traders to solve both business and technology problems which have a direct measurable impact on the business.

Responsibilities:

Team Management

• Line management of global team resources
• Responsible for execution against hiring plan, filling all critical roles per planned timeline
• Budget/planning of distribution tech team resources based on agreed allocation (BD, BM, REG, Engineering)
• Responsible for Rates Core Services tech location strategy (hub, near-shore)
• Coordination of monthly tech team meetings

Stakeholder Management

• Partnering with other tech teams within Rates Flow Trading to define interactions / APIs nd delivery
• Interactions with Global business as needed to facilitate Tech delivery and clarify requirements (Ref Data, PTF)
• Global 2nd line coordination for Core ServicesTech
• Global audit engagement for Core ServicesTech

Responsibilities

• Supporting/influencing role in ensuring re-architectural projects are appropriately scoped and protected in terms of resourcing
• Oversight of global team ensuring that delivery commitments are met and delivery optimized by leveraging the global team
• Allocation of mandatory work within global team, ensuring efficient and re-usable delivery

Production Domain & Stability

• Hit annual stability targets in terms of both outage count and duration for global core services (10% reduction versus prior year)
• Ensure that there is a plan to address all vulnerabilities detected proactively within required timeframes
• Improve release quality, achieve 99%+ change success rate for global core services. Ensure that no changes take longer than 30 mins to execute, moving towards single-click.
• Own & deliver against any stability book of work commitments

Knowledge/Experience:

• Strong academic record, ideally with a Bachelors or Masters degree in Computer Science,
• Information Science, engineering or related technical or quantitative discipline.
• Demonstrable success in designing and delivering multi-tiered applications
• 5+ years experience of leading teams, ideally with a global resource profile
• Extensive hand-on coding expertise in Core Java
• Strong Software development fundamentals, data structures, design patterns, Object-Oriented
• programming, architecture, algorithms, and problem-solving skills
• Strong focus on system performance tuning and experience with low latency Java programming
• Solid understanding of service architecture and high performance, low latency, and multithreading techniques
• Experience architecting and designing high performance server side components.
• At least 6+ years of experience using Java to develop service oriented applications
• Prior experience in building trading systems or leading electronic trading teams is highly desirable
• Knowledge of any Interest Rates or Futures financial products (e.g. Treasuries/Swaps) is highly desirable
• Technical skills include Java, Spring, Industry accepted frameworks and middlewares, and UNIX/LINUX
