Job Summary




This position will provide vision and leadership, build, lead, manage and inspire the application development team to engage with the business partners and stakeholders to identify new functionality, prioritize initiatives and develop strategies. Oversee all aspects of all application services and quality assurance and deliver across multiple applications, functions, business units and business lines.

Major Responsibilities




This position will provide vision and leadership to a team that includes a blend of full-time and contract employees to oversee over 75 applications and associated services. The position is unique given the size of the Branch and the Global nature of the role, the VP Application Service & QA needs to be able to pivot between leading, managing, and providing strategic direction and taking on hands on accountabilities on deliverables.


Leadership and Relationship Management

Effectively initiate, plan, schedule, control, and bring to closure multiple high priority initiatives and projects Foster a strong customer service mind-set throughout the application development team and partner with business leaders to create robust solution road maps that are integrated with architecture and operations with a strong focus on automation, quality and scalability Develop, implement and monitor software development policies and controls to ensure data accuracy, security, and legal and regulatory compliance. Provide leadership for application service team and quality assurance team for day to day operations and delivery Creates and aligns the Application Services Strategy with the organization including the ITD senior management's strategies Collaborate with business units to find the opportunities to improve productivity, digitalization and enhanced governance and provide recommendations or solutions, in pursuit of continued service improvement Develop, implement and monitor software development policies and controls to ensure data accuracy, security, and legal and regulatory compliance. Build and maintain the relationships with local business units, counter parties and within regional and global matrices Collaborate with the VP Infrastructure, Operations & Enterprise Architecture and our Affiliates to identify emerging technology trends, especially in the area of SaaS and cloud computing and ensure the technology is leveraging emerging technologies to drive efficiencies, cost reductions and drive value In conjunction with Project Management Office prepare software development status reports and keep all stakeholders informed of project status and related issues. Partner with internal customers to develop training and deployment plans aimed at maximizing both user adoption and realization of business benefits.

Application Development and Quality Assurance and Operations

Oversee management of the L2 and L3 support for applications and software in operations and associated staff - Takes on application developer role as required for design, development and testing for developing enterprise grade software applications and utilities, database administrator for system and desktop databases, and as the architect for application services Oversee and manage the intake process and delivery of enhancement and changes Oversee and develop EUCs and utilities for business units, auditing and regulators Coordinate Internal and external auditing Oversee and manage the local system development quality assurance methodology, including the development and implementation of testing automation strategy, policy, standards, and processes. Ensure alignment of testing practices with those of the US and Head Office, and develop strategies for efficient and reusable testing tools.

Governance, Risk and Control

Remediate audit issues and ensure systems, standards, and procedures are audible and evidence can be provided for system auditors to perform internal and external audit Handle periodic system risk evaluation, vendor and contract management Complete Risk and Control Self-Assessment and report on monthly Key Risk Performance Indicator Perform third party risk assessment Manage application vendor relationships and negotiate contracts to procure resources and technology solutions to meet the company's strategic objectives Create, develop, and performs annual testing Business Continuity Plans and Disaster Recovery Plans

Team Management, Relationship Building

Recruit, develop and retain high caliber software development talent, especially for key leadership positions, and develop a succession plan Evaluate team members performance, provide candid feedback and coaching that enables (and motivates) them to achieve departmental as well as enterprise goals. Build and manage mutually beneficial relationships across ITD and with business leads and affiliates Communicate and collaborate professionally and act as a primary liaison with corresponding US/Head Office Application Development teams.

Qualifications



Minimum of a BA/BS degree, preferable formal studies in Computer Science or Information Systems or equivalent Minimum of industry certification or equivalent experiences in development, DBA, Azure, AWS and ITIL etc. Nice to have PMP, Prince or other certification(s) Minimum of 10 years of experience successfully managing IT application services, with at least 3 years in a leadership role, IT role within the banking/financial industry is a plus Resilience under pressure and the ability to demonstrate critical thinking and planning at a strategic, global level Experience working with multiple project teams of varying sizes/structures Working knowledge and practical experience with compliance and regulatory requirements Possess working knowledge of the technologies deployed at Canada Branch to be able to lead and participate in planning, design and implementation. Including but not limited to AWS & Azure Cloud technologies, development in Microsoft Power Platform, Power BI, and file movement technologies. Self-directing individual demonstrating teamwork, organization skills and well-structured working approach given multiple priorities Well-organized with strong attention to detail and ability to manage multiple priorities while maintaining the highest quality Ability to execute in a working matrix environment within local, regional and global scale Excellent negotiation skills with multiple audiences across departments, regions and globally Excellent stakeholder management and influencing skills, capable of balancing multiple perspectives Practical knowledge of Information Security and Disaster Recovery tools, methods and processes. Possess working knowledge of Enterprise Architecture principles, Application/Development SDLC and methodologies, and Quality Assurance Automation Knowledge of Agile Methodology Excellent problem solving and root cause analysis skills In-depth knowledge of IT applications, and associated services. Strong technical documentation skills Strong communication and stakeholder engagement skills. Ability to manage expenses and financial planning. Proven ability to innovate and drive continuous improvement. Program/Project Management skills
