The Ontario Institute for Cancer Research (OICR) is seeking an Analyst to join the Strategic Planning and Performance team.

Reporting to the Performance Measurement and Impact Reporting Lead, the Analyst, Strategic Planning and Performance plays a key role in monitoring and reporting on progress towards the achievement of Strategic Plan goals, annual objectives and contractual obligations with OICR's funder, the Ministry of Colleges and Universities (MCU). A major component of this involves facilitating the collection, analysis and reporting of performance data from OICR and OICR-supported researchers across the province. The Analyst is also responsible for maintaining the post-awards module of OICR's Key Performance Indicator (KPI) reporting system, ReportNet, which is used to collect this information, overseeing changes to the system when necessary.

The Analyst works cross-functionally to support the development of reports for Executive Management, the Board of Directors and the Ministry. These include OICR's annual Operating Plan, annual Progress Report, annual Performance Measures Report, annual internal review of research and commercialization activities, the annual Strategic KPI dashboard, and the quarterly corporate indicator dashboard. In addition, the information produced by the Analyst will support the development of the annual Impact Report, OICR's external review, funding requests, ad hoc requests from the Ministry and OICR Executive, and other material used to communicate OICR's impact.

The Analyst also provides direct support for special projects within the Strategic Planning and Performance Department, including literature searches and academic engagement, as appropriate.

The responsibilities include:

Performance Measurement and reporting:

  • Monitors and tracks the completion of milestones and reporting requirements in OICR's Transfer Payment Agreement (TPA) with MCU and other accountability documents, tracking changes to milestones and documenting approvals.
  • Generates OICR's annual Performance Measures report for MCU using inputs from stakeholders across the province. Responsible for the collection of data from Researchers across the Province, data validation, analysis and reporting for delivery to OICR Executive and MCU.
  • Conducts secondary analysis of performance data for presentation to OICR Executive and the OICR Board of Directors, as applicable, to support performance monitoring, reporting and decision-making.
  • Supports the development of OICR's annual Operating Plan by developing a schedule, templates for each section, coordinating the submission of completed templates by various departments/themes, collation of sections and proofreading prior to submission to MCU as per the TPA requirement.
  • Supports the development of OICR's annual Progress Report by developing a schedule, templates for each section, coordinating the submission of completed templates by various departments/themes, collation of sections and proofreading prior to submission to MCU as per the TPA requirement.
  • Coordinates the collection of quarterly corporate performance data from Operations teams.
  • Supports the completion of OICR's internal annual review by developing and pre-populating templates with existing performance information.
  • Supports the development and administration of questionnaires for the purpose of impact assessment and informing continuous improvement initiatives.
  • Queries bibliometric databases to generate reports on the quantity and quality of OICR-supported publications.
  • Prepares ad hoc reports for Senior Management and Executives.
  • Provides direct support for strategic planning projects as appropriate.
Project Coordination
  • Coordinates multiple projects, from idea to practice, relating to the post-awards module of OICR's KPI reporting system, ReportNet.
  • Defines and documents business and functional requirements for system improvements.
  • Coordinates with both technical and non-technical staff and vendors on system improvements.
  • Creates and reports on project progress including project schedule, budget and risks.
  • Identifies issues and acts to resolve them in a timely manner.
Tools & Technology
  • Works with the Research Operations and Scientific Secretariat teams to improve the accuracy and efficiency of data collection in ReportNet.
  • Provides project management, business analysis, quality assurance, system administration, training and technical support for ReportNet.
  • Develops and maintains ReportNet training and user documentation.
  • First-line help-desk support to ReportNet system users.
  • Keeps up to date with online tools and best practices for tracking performance.
Resource Management
  • Prepares and forecasts budget requirements for ReportNet support, maintenance and enhancement activities, reporting on actuals vs budget.
  • Works with vendors to manage request for quotation processes for new components, contract renewals, compliance with service level agreements and resolve issues.
Communication
  • Works with OICR Executive, Senior Management, Principal Investigators and Program Managers across the province to meet reporting requirements.
  • Works collaboratively with relevant OICR Departments and personnel to complete assignment
Other responsibilities:
  • Supports academic engagement activities by coordinating meetings and synthesizing discussions to inform next steps.
Qualifications:
  • Bachelor's degree in Business, Information Technology, Statistics, Life Sciences, Data Science or related field, with at least three (3) years relevant experience or equivalent combination of education and experience.
  • Demonstrated ability in project planning and management.
  • Strong written and oral communications skills.
  • Strong attention to detail and highly organized.
  • Must be able to work independently to meet demanding timelines.
  • Highly effective interpersonal and teamwork skills.
  • Must be proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and Outlook.
  • Experience using SciVal or other bibliometric analysis tools would be an asset.
