Job Description


The PEI Department of Agriculture and Land aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. The incumbent, as a member of the Regulatory Team, responds to potential or realized risk, hazards and regulatory non-compliance that affect the potato industry, livestock industry, animal health, plant health, animal welfare and public safety. Working with team members involves planning and conducting inspections, communicating regulatory requirements to individuals, collaborating with other Regulatory Officers on enforcement actions, dealing with offences, developing briefs for Court proceedings and presenting evidence in Court. Duties will include: - Enforcing the Animal Welfare Act and Plant Health Act to protect animal health, animal welfare and plant health;
- Responding to complaints involving topics ranging from animal welfare to plant health;
- Conducting investigations, audits, and inspections to ensure regulated activities and operations are in compliance with the Department\xe2\x80\x99s legislation;
- Issuing verbal directions and written orders identifying corrective measures to individuals that are not in compliance.
- Conducting the seizure of animals;
- Enforcing violations under the Animal Welfare Act, Animal Health Act, Dog Act, and Plant Health Act as necessary;
- Investigating, gathering and maintaining evidence;
- Preparing comprehensive court briefs, providing the results of an investigation and attending court as required to present evidence;
- Creating written reports to document activities;
- Investigating and helping resolve animal health situations under the direction of the Provincial Veterinarian to protect livestock from foreign and domestic diseases;
- Providing accurate and consistent guidance to animal owners, land owners, farmers, and sellers of companion animals to prevent non-compliance with identified legislation and protect public safety;
- Other duties as required. Minimum Qualifications:
- A Bachelor\xe2\x80\x99s degree in a related field with some experience in the agriculture industry or a related diploma with extensive experience in the agriculture industry (e.g. veterinary technology, crop science, livestock management, agricultural technology, conservation enforcement training, etc.)
- Demonstrated equivalencies will be considered;
- Must have strong communication skills, both verbal and written, including the ability to deliver public presentations and to maintain clear and precise records.
- Must have a valid driver\xe2\x80\x99s license, a good driving record, and access to a reliable vehicle.
- Must have computer skills in word processing and data entry programs.
- Must be able to work as part of a team and show flexibility
- Ability to work independently, resolve conflicts, and manage time appropriately.
- Knowledge and understanding of biosecurity protocols.
- A satisfactory criminal record check is required.
- Knowledge of enforcement and regulatory procedures, animal husbandry and associated National Codes of Practice would be considered an asset.
- Experience in law enforcement or regulatory enforcement would be an asset.
- Ability to speak French or an additional language would be considered an asset. Please note: Preference will be given to UPSE Civil employees as per the UPSE Civil Collective Agreement.
