The Advisor leads the development of strategic projects, policies, community engagement initiatives in response to ongoing system expansion, transformation and evolving provincial and local direction.

What you will do:

  • Provide strategic policy, analytical, evaluation, data gathering and planning support to support service system manager responsibilities.
  • Providing strategic advice for numerous Early Years and Child Care (EYCC) programs and projects.
  • Collaborate with partners to develop advocacy strategies to help ensure local priorities are being met.
  • Lead external stakeholder engagement strategies and advocacy efforts related to Provincial and Federal governments, school boards, and other municipalities.
  • Provide strategic oversight of development of council reports, presentations, and other communications.
  • Support the ability to make evidence-informed decisions that are aligned with evolving EYCC system priorities
  • Provide expert policy and analysis to support service system management responsibilities and accountabilities within a period of rapid system change.
  • Ongoing and regular policy development and system level analysis is required to ensure funding is being used to maximize system outcomes and meet evolving local need and aligns with provincial and local direction.
  • Provide strategic advice and proposed policy options to support evidence-informed decisions that are aligned with evolving EYCC system priorities and provincial and local direction.
  • Develop policy approaches for Peel’s EYCC system with the ability to identify and assess implications as they relate to policies and their corresponding impacts on system partners and the overall EYCC budget.
  • Responsible for staying abreast of rapidly evolving council and provincial direction to identify the need for new local policies. This involves regular communication with provincial and local partners and internal colleagues and, and undertaking research, analysis and then quickly and concisely summarizing the results.
  • Potential to manage a small team of staff.

What the role requires:
  • A post-secondary education in Human Services or related field (i.e. social sciences, financial administration, early years and child care or public administration)
  • Five (5) years of related work experience or an equivalent combination of education and experience, including at least three (3) years of senior advisory and/or leadership experience
  • Specialization in the development and implementation of transformational policies and funding models and related accountability frameworks
  • Strong knowledge and understanding of EYCC system including evolving provincial policies and legislative/regulatory changes.
  • Excellent analytical and problem solving skills to support evolving service system manager responsibilities with a focus on assessing overall viability of Peel's EYCC system and impact of public funding.
  • Ability to assess and interpret policies and legislation/regulations.
  • Senior level policy analysis, research, evaluation, data gathering and modelling/planning skills.
  • Strong system level strategic and innovative thinking, project management and change management skills to support system transformation.
  • Superior writing abilities and report writing, facilitation and presentation skills for a wide array of audiences, including council, departmental senior leadership and system partners
  • Strong financial acumen at a systems and operational level
  • Superior advisory skills to support strategic oversight of numerous EYCC funding programs and ensuring system outcomes are met and risks managed.
Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 10 Peel Centre Drive, Brampton, ON worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.

Hours of Work:
35 Hours per week; Monday to Friday.
