How will you contribute?

The Advisor, Resource Management System oversees the production and publishing of quarterly publicly disclosed financial reports. The Advisor performs a supervisory function in the analysis, verification, correction, and preparation of the financial disclosure reports for senator and Senate Administration expenses.
The Advisor also provides expertise and leadership with regards to the Senate\'s enterprise resource management system (or ERP) for optimizing and developing the financial module, with a focus on the expense management features. In this regard, the Advisor collaborates with management and stakeholders from various groups or organizations to resolve complex issues. The position is complex insofar as the incumbent must have a sound understanding of several business functional areas, including finance management processes, rules and policies, human resources, and related systems and technology. Additionally, the position provides training to Senators and staff on financial-related processes.

The general public to staff one (1) permanent (full-time) position in the Finance and Procurement Directorate.
This selection process may be used to staff determinate or indeterminate positions at the same level with similar requirements.

Prerequisites

  • Undergraduate degree from a recognized university in a field related to the employment, or an acceptable combination of education, training and experience;
  • Minimum of five (5) years\' experience in financial analysis and the preparation of financial reports;
  • Extensive experience in preparing, facilitating, and presenting material in training sessions;
  • Extensive experience in providing advice and analysis to users and clients of an ERP system;
  • Minimum of two (2) years\' experience supervising and mentoring staff;
  • Knowledge of financial business processes and generally accepted accounting principles, theories, methods, and practices applicable to the public sector;
  • Experience analyzing, interpreting and recommending improvements to complex policies, processes, and other administrative documents such as briefing notes;
  • Effective communication skills and techniques to proactively and diplomatically consult and interface with various internal and external parties;
  • Strong client service skills to respond in a timely and effective manner to user requests and issues;
  • Advanced writing skills in both official languages for writing reports, analyses, progress reports, briefing notes, training documents, etc.;
  • Solid organizational and leadership skills to effectively plan, organize, and lead the work of others in working groups or projects and to coordinate and determine priorities in own work;
  • Ability to work effectively in a team;
  • Ability to analyze issues, develop solutions, and recommend options to solve problems in the context of an ERP system;
  • Experience and understanding of the Software Delivery Lifecycle process (considered an asset);
  • Experience working in, implementing and/or supporting an enterprise resource management system (or ERP) such as Unit4, SAP, PeopleSoft, Free Balance, the Receiver General\'s Payment System, or other similar system (considered an asset);
  • Training in Business Analysis (considered an asset).
