Job Summary

The Housing Support Team works with the Office of Housing and Construction Standards (OHCS) to deliver strategic planning, public policy, legislative development, program evaluation and research on issues such as affordable housing, strata properties, Aboriginal off-reserve housing, housing markets, social housing, homelessness, housing for persons with special needs and the role of local government in housing. The team works with internal and external stakeholders to secure and reallocate funding provided through the ministry\xe2\x80\x99s operating and capital budgets to BC Housing Management Commission for the full range of social housing programs. Delivery of the strategic services requires the Branch to not only develop and maintain relationships with various stakeholders, but also impacts the programs delivered by other organizations, such as BC Housing Management Commission, other Ministries, Federal Agencies, non-profit organizations and industry associations. Within the Housing Support Team, the Senior Capital Analyst facilitates and coordinates capital projects that are part of the housing sector\xe2\x80\x99s annual capital plan, while ensuring projects and programs are accurately assessed and are compliant with government and Ministry goals, priorities, policies, and budget allocations. The Senior Capital Analyst monitors individual capital projects and reviews and drafts Treasury Board submissions and risk screens and also supports leading and coordinating the delivery of Treasury Board directives, such as report back requirements.

Job Requirements:

  • Degree or diploma in public or business administration, planning, architecture, engineering, or related field, and three (3) years of related experience as described below; or
  • An equivalent combination of experience and education may be considered.
Related experience must include a combination of the following with a minimum of one (1) year in each:
  • Experience developing and maintaining effective working relationships with stakeholder/partner groups in contentious and/or sensitive situations.
  • Experience organizing and managing multiple assignments and tasks under strict timelines and rapidly shifting priorities.
  • Experience developing and preparing project recommendations and/or reports for executive and/or committee review processes.
  • Experience in project management, project oversight and/or issues management.
Preference may be given to applicants who have one (1) or more of the following:
  • Experience with large capital projects.
  • Experience working in the housing sector.
