Job Description


As per the current Public Health Order, full vaccination against COVID-19 is a condition of employment with PHSA as of October 26, 2021.
The Accountant - Foundations/Special Purpose Funds maintains accounting records, producing financial, accounting and related statistical statements and reports including preparing financial statements for Custodians of Special Purpose Funds such as income statements, balance sheets and fund balances each period. Prepares Terms of Reference files for each Special Purpose Fund. Prepares financial statements at period end and annual financial reports for review by auditors.

What you’ll do

  • Participates in the establishment of and revision of accounting systems, recommending policies and developing operating procedures. Reviews accounting procedures such as method of recording pre-payments and accruals and implements changes.
  • Maintains records of financial transactions for the Foundations and Special Purpose Funds in accordance with organizational policy, auditing and government requirements including preparing financial statements for custodians of Special Purpose Funds such as income statements, balance sheets and fund balances each period.
  • Maintains Terms of Reference files for each Special Purpose Fund by performing tasks such as setting up an account to record donor funds, monitoring transactions, recording expenditures and remitting account information to auditors.
  • Prepares financial statements for foundations such as income statements, balance sheets and cash reports at period end by performing tasks such as extracting and compiling information from a variety of computer generated reports, and using spreadsheets and other reporting tools.
  • Prepares annual financial reports for review by auditors such as lead sheets, supporting schedules, income statements and balance sheets. Compiles data for approval and review by Manager or designate.
  • Performs financial analysis such as variance analysis of revenues and expenditures by performing tasks such as analyzing income statements and balance sheet accounts, making comparisons to budgets or prior year data, and reviewing financial statements to ensure all journal entries have been accounted for and all charges have been put into the proper accounts. Makes correcting journal entries as required.
  • Follows up and responds to inquiries from Custodians on items such as over-budgeting issues regarding Special Purpose Funds expenditures.
  • Reconciles general ledger accounts such as asset or liability accounts by performing tasks such as analyzing and confirming transactions, following up on anomalies and taking corrective action by preparing journal entries.
  • Reviews general ledger reconciliations performed by staff.
  • Authorizes journal entries in accordance with policies and procedures.
  • Prepares year-end working papers such as lead sheets for balance sheets and income statements as well as any required supporting schedules for external auditors
  • Performs other related duties assigned.

What you bring
  • Grade 12, successful completion of the fourth level of the CMA or CGA program, five years’ recent related experience or an equivalent combination of education, training and experience.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to deal with others effectively.
  • Physical ability to carry out the duties of the position.
  • Ability to organize work.
  • Ability to operate related equipment.

Job Type: Regular Full-Time
Wage: $31.13/hour + benefits (health and dental, sick time, pension and vacation)
