Job Description

The Belleville Police Service is accepting applications for the position of Court Clerk. We have two vacancies available - one Full-Time position and one temporary Full-Time one-year contact position.


Hours of work are 40-hours per week, Monday through Friday, working 8-hour shifts or a 10-hour compressed work week. There will be the occasional need for overtime dependent on operational needs.

POSITION OBJECTIVES




It is the responsibility of the Court Clerk to prepare, process, distribute and maintain information relating to Criminal and Provincial offences. The Court Clerk is also responsible with providing support and assistance to Crown Attorneys, Officers, and the Quality Assurance CPIC and RMS Clerk. As well, the Court Clerk is responsible for safeguarding the integrity and security of information stored in CPIC and NicheRMS.




POSITION RESPONSIBILITIES




Perform duties in a manner that reflects the Service's Vision, Mission Statement, and Motto.

Operate within the regulations, policies, and procedures established by the Community Safety and Policing Act, the Belleville Police Service Board, and the Chief of Police.

Create tasks for tracking all matters required by Courts, Crown and Defense.

Attend courts to ensure all court dockets are updated appropriately, provide officer availability, and assist Crowns as required.

Enter and maintain Niche, Canadian Justice Information Modernization, and Canadian Police Information Centre records with court dispositions and scheduling.

Create relevant legal documents and reports required through the court process (information's/subpoena/control lists).

Check Crown Briefs for proper content ensuring the timely disclosure of all Criminal Briefs via SCOPE to coincide with the R vs Jordan decisions.

Notify officers of Early Resolution and trial matters that require Briefs for Provincial Offence charges. Provide disclosure of same to Provincial Prosecutors.

Add additional disclosure material scanned through bulk document loader to the appropriate occurrence in Niche and SCOPE to Crown.

Maintain a multi-media and photograph filing system in conjunction with SCOPE.

Facilitate and maintain databases to provide support documentation as required (warrants/Youth/PON/SOR).

Enter and modify court orders and dispositions through Niche, Canadian Justice Information Modernization, and Canadian Police Information Centre programs to maintain accuracy and integrity.

Create and compile new occurrences for court and probation related charges.

Act as Commissioner of Oaths as required, swearing affidavits for the issue and service of court documents and video statements.

Act as Courier between the Belleville Police Service and Ontario Court of Justice for the transfer of all relevant paperwork.

Provide support and act as a resource to outside agencies in all court related requests.

Perform other duties as required, assigned or directed by the Chief of Police or designate.

QUALIFICATIONS




Education, Experience and Certifications




Required:

Must possess a Post-Secondary diploma in related field. One (1) to two (2) years' experience in administration / customer service required.

Preferred:

Previous experience with CPIC and NICHE is considered an asset. Post-Secondary degree and/or diploma in related field is considered an asset.

Skills and Qualifications




Required:

Demonstrated experience in customer service and administrative roles with knowledge of administrative processes. Knowledge of Federal, Provincial and Municipal laws, BPS procedures, and Court procedures and documentation. Ability to interact diplomatically, tactfully and confidentially with people. Strong technology skills - proficient in the use of Microsoft Office applications, Adobe Pro, and willingness to learn and implement new technology. Excellent decision-making skills and ability to exercise sound judgment. Strong problem-solving and conflict resolution skills. Self-motivated, confident, and is goal and task oriented. Well-developed time management, planning, organizational and prioritization skills in order to work effectively. Ability to work collaboratively and effectively as a member of a team with a results driven approach. Ability to work independently with minimum supervision. Superior interpersonal skills. Strong communication skills including listening, speaking, keyboarding, reading, writing and editing ability. Strong attention to detail. Ability to work in a fast-paced environment, coupled with multi-tasking and organizational skills to meet prescribed deadlines.


CONTACT AND HUMAN RELATIONS




Reports directly to the Police Disclosure Quality Assurance Staff Sergeant. Works internally with members within the PQDA Unit, court staff, Special Constables, and patrol and investigating officers. Works externally by providing support and assistance to Crown Attorneys.
