Please note, as this position is a new role the successful candidate appointed to this new position will be required to complete a job evaluation questionnaire within the first six-months in order for the salary to be re-evaluated. JOB DESCRIPTION, CIVILIAN MEMBER Position Title: DIRECTOR OF FINANCE Association: BELLEVILLE POLICE SENIOR OFFICER ASSOCIATION Division: EXECUTIVE SERVICES Section: EXECUTIVE SERVICES Immediate Supervisor: CHIEF OF POLICE Hours of Work: FULL-TIME: 40 HOURS PER WEEK, MONDAY \xe2\x80\x93 FRIDAY (DAYS)
POSITION OBJECTIVES As a member of the Executive Leadership Team, the Director of Finance is responsible for the overall management and direction of the Financial Unit operations of the Service. Responsible for the overall financial management and control of budget and accounting functions of the Service.
POSITION RESPONSIBILITIES GENERAL 1. Perform duties in a manner that reflects the Service\xe2\x80\x99s Vision, Mission Statement, and Motto. 2. Operate within the regulations, policies, and procedures established by the Police Services Act, the Belleville Police Services Board, and the Chief of Police. 3. Participate as a member of the Executive Leadership Team in organizational planning activities. Provide information, advice and recommendations to Executive Leadership Team and Police Services Board in relation to finance issues. 4. Develop, implement, and oversee the achievement of long and short-term strategic finance plans and objectives; provide leadership to members of the Finance Unit; ensure activities are aligned with the objectives of the Belleville Police Service (BPS) including, but not limited to; goals and objectives set out in the BPS Strategic Safety Plan, BPS Procedures, corporate plans and directives from the Executive Leaders. 5. Address financial impacts of collective agreement changes, new legislation and contractual agreements including qualitative and quantitative analysis with recommendations for contract negotiations. 6. Lead, provide direction, guidance and oversight to the members of the Finance Unit. Conduct performance interviews and submit performance evaluations. 7. Manage and maintain data and financial information. Prepare monthly, quarterly, and annual reports for the Chief and Executive Leadership Team, the Police Services Board and appropriate government agencies. 8. Attend professional seminars and conferences to obtain up-to-date information on human resources and finance issues. 9. Liaise and collaborate with counterparts from other police services and government representatives at various levels, to foster partnerships and exchange information on finance issues and best practices. 10. Perform other duties as required, assigned or directed by the Chief of Police or designate. FINANCE 1. Lead and manage the financial and accounting operations of the Service. Ensure effective planning, management, monitoring and reporting of financial resources and budgets. Ensure legislative compliance with generally accepted accounting principles and conform with applicable City of Belleville financial policies. 2. Plan, prepare and coordinate the development of the annual operating and capital budgets and long-term financial planning, in consultation with the Chief of Police.
  • Establish timelines, provide instructions and forms, direction and assistance to members.
  • Prepare salary and benefits costs and forecasts.
  • Review and collate submissions.
  • Lead Executive Leader budget review sessions and provide guidance, suggest changes and make recommendations.
  • Prepare notes and budget documents and participate in Police Service Board review meeting.
  • Prepare final budget documents for submission to City of Belleville Finance.
3. Monitor and analyze budget, expenditures, and variances data, and prepare quarterly reports for Chief of Police and Police Services Board for ascertaining financial performance and risk assessments. 4. Provide costings, financial analysis and reports for Executive Leadership team and Police Services Board as required. 5. Develop, modify and implement procedures/directives to support financial controls, accountability and effective cost control mechanisms while managing risk to the Service. 6. Oversee, manage and monitor purchasing, accounts payable and receivable, and accurate and timely payroll in accordance with established financial procedures. Liaise with City of Belleville Finance department staff as required. 7. Review employer group benefits plans costings, on behalf of the Police Services Board, and recommend changes as appropriate. 8. Liaise with insurance company in relation to motor vehicle acquisitions and disposals, drone surveys and cyber security requirements. 9. Coordinate the Service asset management information required by the City of Belleville in accordance with the regulations for Public Sector Accounting and Reporting. 10. In conjunction with the Chief\xe2\x80\x99s Office, manage and maintain grants and subsidy files and complete financial reporting to appropriate government agencies as required. 11. Liaise with City of Belleville Finance department staff to provide data and financial reporting required for auditing activities. 12. In conjunction with the Chief\xe2\x80\x99s Office, manage and maintain contract files, and complete updating as required. QUALIFICATIONS Education, Experience and Certifications
  • Successful completion of University Degree in Business/Finance Management, Accounting, Commerce, or related field
  • Master\xe2\x80\x99s degree in related field considered an asset
  • Preferred Professional Designations/Certifications MBA, CPA, CGA or CMA are considered an asset.
  • 10+ years of progressive finance experience with a minimum of five (5) years in a senior leader/managerial role.
  • Experience in a unionized environment preferred.

CONTACT AND HUMAN RELATIONS Reports directly to the Chief of Police. Manages and supervises the Finance clerk. Works internally with all members of the Belleville Police Service. Works externally with the City of Belleville\xe2\x80\x99s Finance department; SunLife; Canada Life; members of the public as it pertains to finance (i.e. members of the sales and accounting teams of vendors who provide goods and/or services to BPS).
SUPERVISORY ACCOUNTABILITY Responsible for providing leadership, guidance, counselling, assistance, direction, and supervision to the Finance Clerk. As well, the Director of Finance is required to conduct performance interviews and submit performance evaluations.
