The primary purpose of this position is to assist the Director, Human Resources and Employee Wellness in the provision of day-to-day service to the Prince Edward Island Liquor Control Commission (PEILCC) and Prince Edward Island Cannabis Management Corporation (PEICMC) Classified and UnClassified division employees, Senior Management Teams and their divisional managers and supervisors and CEO/CEO office.


The incumbents prepare and implement the adoption of government policies and programs within the HR field, drafting briefing notes, Treasury Board and Executive Council memos, in addition to representing the PEILCC and PEICMC on committees, working groups and staffing selection boards as assigned. The incumbent addresses: career counselling needs; drafting grievance responses; work site conflict/investigations; harassment and job performance issues; consulting with the HR director on complex situations and making appropriate referrals when necessary to other resources.


The incumbents will act in the HR Director's absence and assume all duties and responsibilities.


Duties will include but are not limited to:




Work with managers and supervisors in the creation and procedures for completing Position Questionnaires and TB memos, where applicable; Providing advice and direction on relevant collective agreement provisions, relevant legislation (Civil Service Act & Regulations, Employment Standards Act, Human Rights Act, Financial Administration Act, etc..) and Policies (Departmental policies, Treasury Board, Human Resource Policy and Procedures Manual, Corporate Policies, etc.; Monitoring disability management for both classified and unclassified employees (WCB/LTD/Extended leaves); Drafting disciplinary letters and grievance responses for management; Providing advice to directors, managers and supervisors on performance development/management inquiries; Staffing lead on Classified and Unclassified positions, as assigned by Director of HR; Preparing related documentation, including background information & requirements, position questionnaires, requisitions, etc.; Participating as Department representative on Selection Boards as assigned by Director of HR; Conducting Exit Interviews with retiring classified employees, and reporting results to the Director of HR; Advising on and monitoring compliance with Collective Agreement, TB Policies, etc.; Assisting in HR planning exercises, studies and reviews; Conducting workplace investigations and responding to workplace conflicts/complaints; Assist with mandate gathering within the department for collective agreement contract negotiations; Implementing and enforcing Employer policies; Advising employees and management on HR policies and issues; Act and assume the responsibilities in the absence of the Director of Human Resources; Other related duties as required.

Minimum Qualifications:




Related degree with training/coursework in Human Resource Management; Considerable experience in a variety of areas in the Human Resource Management field such as: labor relations; staffing; HR planning; performance management; HR policy development; classification; training & development; payroll; Occupational Health and Safety; organizational development etc. Experience in implementing and/or interpreting HR-related policies; Experience with workplace investigations, work site conflicts/complaints, harassment, performance management and conflict resolution; Demonstrated equivalencies will be considered; Excellent facilitation, team building and conflict management and time management skills; Excellent writing and organizational skills, ability to work independently in a demanding role with diverse responsibilities; Able to respond professionally and in a timely manner to rapidly changing priorities; Proficient with spreadsheets and word processing; Strong interpersonal skills including conflict diffusion and negotiation skills; Access to reliable transportation; Must submit a satisfactory Criminal Record Check;

Other Qualifications:




Comprehensive working knowledge of and experience with Peoplesoft HRIS is preferred; Certified Human Resources Professional (CHRP) designation is an asset; Supervisory experience is an asset; Experience with organizational chart software is an asset; Bilingualism is an asset;
