As a member of the Clinical Information System (CIS) Operations team, this position is primarily responsible for managing the Implementation of system changes across 24 Solution areas Including application patches and upgrades as well as monitoring daily operational issues and system performance reports; managing system downtime procedures including the downtime applications within the facilities and leading the CIS Downtime PSSG; serving as liaison between CIS Operations team and external Service Providers so as to plan and implement technical solutions to support the ongoing and evolving operational needs for the CIS.


The work requires significant skills in the areas of Change and Release Management processes, project management, external Service Provider relationship management, strategic and operational planning, the development and supervision of staff and the ability to lead internal and external resources ln the operation and management of the Clinical Information System.


The position requires performing on call operations management support and issue escalation 24x7 for the Clinical Information System servicing approximately 4500 users in 7 hospital facilities and 4+ community health centres. The position is responsible for ensuring system availability, allowing for the delivery of critical care for Health PEI and its patients. This scope will expand with the further expansion on the IEHR (i.e. Electronic Medical Record or EMA).


The position reports directly to the CIS Operations Manager.


Duties will include but are not limited to:


Change, Release and Issues Management
Define, manage and have overall responsibility for alt Change, Release and Issue Management processes; ensure changes and application fixes made to the CIS system are documented, validated and have been communicated to appropriate support personnel and end users;
Responsible for approving all significant changes made to the CIS, balancing business requirements with
Technology Consultant
Work in conjunction with external Service Providers to develop and document installation procedures for deploying CIS specific technical solutions in hospitals;
Manage end user computing device support processes, standards and documentation. Ensure computer system configurations are documented and adhered to;
Downtime Management
Define, manage and have overall responsibility for CIS downtimes procedures, applications and documentation including procedures for both scheduled and unscheduled downtimes;
Primary CIS contact for Health PEI downtimes affecting the CIS applications;
CIS Solution owner for Gerner 724 Downtime application including 100+ Downtime computers across PEI
Leadership/Communication/Training/Planning/Consultative Service
Lead groups in examining work processes, setting and clarifying objectives, encouraging innovation, overcoming resistance to change, resolving conflicts relative to information systems management;
Lead and facilitate teams and individuals in defining roles/responsibilities, setting goals and defining workable project management structures that balance rigour with practicality;


Minimum Qualifications:


Graduation from university with a degree in Computer Science, Business, information Systems or a 2 year diploma in Business information Processing, Information Technology or related field. Masters degree would be an asset
Incident (Issue) and Change Management Course Work and/or Professional Designation (ITIL). Project Management Course Work and/or Professional Designation.
Minimum 5 years experience working in an IT field.
Extensive experience in the management, implementation and/or coordination of complex information systems.
Extensive experience in healthcare with a broad knowledge of the hospital and health services system and clinical/IT areas, within PEI is preferred.
Extensive experience in Change, Incident (Issue) and Release management methodologies is required. Previous experience and demonstrated skills in a leadership role is required.
Experience working with large external Service Providers would be considered an asset.
Knowledge of the Gerner Clinical Information System including methodologies, build, design, maintenance tools would be an asset.
Demonstrated equivalencies will be considered.

Must have the ability to influence others and move towards a common vision or goal. Must possess skills and experience related to coaching and supervision.
Ability to make effective decisions, effectively manage time and stress pressures, and display sound judgement.
