The Director of Emergency Management reports to the Deputy Minister of Justice and Public Safety. The incumbent will focus on strategic leadership and ensure a collaborative approach for comprehensive emergency management and business continuity for the Province of Prince Edward Island. The Director of Emergency Management will provide direction, leadership and support to the Provincial Emergency Operations Centre when activated in response to, recovery from, and continuity of government services due to emergencies and disasters. They will provide leadership and advice to ensure emergency prevention and preparedness are in place for the provincial government, municipalities, and other partners/stakeholders.


Duties will include but are not limited to:




Provide strategic leadership and ensure a collaborative approach for emergency management and business continuity for the Province of Prince Edward Island; Coordinate the development, implementation, and review of emergency programs, business continuity plans, policy documents, procedures and manuals within the Division and for the Province for emergency management and business continuity, including training and exercising; Responsible to ensure EMO leads government departments in fulfilling their emergency management responsibilities including having Departmental Emergency Services Officers (DESOs) in place, provide training and exercising, management awareness and updated departmental emergency plans guided by the PEI All Hazards Emergency Plan; Accountable for ensuring continuous availability and reliability of the critical infrastructure that supports the Provincial Emergency programs (emergency operations centres, methods of transportation and fuel, utilities, supply chain, information systems and applications and telecommunications systems); Responsible for the administration of provincial financial assistance programs in the recovery phases of emergency events. This could include contracting and working closely with an organization to support Islanders and communities following a disaster; Leads, directs, monitors, supports and mentors a leadership team that is accountable for emergency planning and preparedness, emergency response, and emergency recovery; Responsible to identify staffing needs, requirements and participate in the recruitment and selection of professionals, support staff and special project staff and/or students; Responsible for providing strategic advice to the Minister of Justice and Public Safety to support decisions related to recovery operations and Provincial Disaster Financial Assistance Programs; Represents PEI on Federal, Provincial, and Territorial Working Groups such as; Senior Officials Responsible for Emergency Management and the Canadian Council of Emergency Measures Organizations; Other duties as required.

Minimum Qualifications:




Applicants must have a Degree in a related field with extensive experience in emergency management or public safety is required; Must have extensive experience leading an emergency management environment is required; Must have considerable experience in a management or leadership position; Demonstrated equivalencies will be considered; Demonstrated ability to develop relationships within government and other partners which will contribute to achieving the goals and objectives of the Department; Demonstrated problem-solving, analytical, supervisory, and inter-personal skills, as well as, initiative and creativity; Excellent verbal and written communication abilities; Must have knowledge of the PEI Emergency Measures Act and the PEI Municipal Government Act and Regulations; Demonstrated skills in collaborating, strong project management, conflict resolution and contract negotiation/management skills; Familiarity with federal/provincial/territorial and intergovernmental matters in the area of emergency management; Ability to deal effectively with emergency situations and work well under pressure; Ability to obtain Level 3 security clearance (Top Secret) as per the Treasury Board Secretariat of Canadian Security Protocols. Excellent time management and prioritization skills; Ability to work using open-minded, diverse, unbiased and inclusive lenses.

Other Qualifications:




Experience in program management, budgeting, policy development, strategic planning, would be an asset.
