As a member of the team reporting to the Provincial Manager of Children's Services, the Resource Supervisor operates with a high degree of independence and is responsible for a range of Children Services Programs in the Charlottetown and Montague/Souris regional offices including foster care, adoption, supported adoption and birth parent counselling. The Supervisor serves as a support to other staff within Children's Services and Child Protection in the provision of services to children in need of protection as well as to adoptive applicants/families.


Duties will include but are not limited to:




Provide leadership to Child and Family Services' programs including foster care/kinship resources, and administrative support; Provide guidance and support to Family Service Worker Supervisor(s) and team(s); Implement and oversee the PRIDE foster parent/adoption training program; Supervision of SAFE and Kinship home studies; Partner with PEI Federation of Foster Families and facilitate/oversee recruitment initiatives for new foster parents; Work closely and collaboratively with the Child in Care and Adoption teams; Participate in provincial and national management committees; Demonstrate and promote a positive workplace while demonstrating accountability for the provision of front-line child protection services of divisional and departmental priorities; Provide regular clinical supervision, individual and peer, to assist with child-centered case work decisions and employee professional development; Ensure consistent compliance with standards and policies; Assist staff in developing and implementing case plans; Participation in permanency planning for Child and Family Services; Analyze on a continuous basis, resources required to optimize effective workload management and standards compliance; Assist in developing divisional budgets and monitoring expenditures in program areas of responsibility, and problem- solving areas of budgetary challenges; Ensure all positions are staffed with capable, qualified individuals by participating in screening, interviewing and staffing processes; and other duties as required.

Minimum Qualifications:




Master of Social Work degree supplemented by considerable experience or a Bachelor of Social Work degree supplemented by extensive experience. Experience is required in Social Work and prior experience in child protection is preferred. Eligible for registration with the PEI Social Work Registration Board and for delegation under the Child Youth and Family Services Act and the Adoption Act. Evidence of progressive development of leadership experience. Excellent oral and written communication skills. A valid PEI driver's license with access to a reliable vehicle. A good previous work and attendance record and acceptable Criminal Record Check, Vulnerable Sector Check and Child Protection Record Check. Knowledge of adoption, child development, family dynamics, impacts of abuse and neglect on children, community resources, trauma and its effect on children's well-being, separation and loss, mental health and addictions issues and their impacts, and the importance of permanency planning for children. Skills in assessment, interviewing, communication, case planning, case management, clinical assessment, critical thinking, group work, crisis intervention, collaboration, cultural competence, computer literacy, documentation and time management. Supervisory skills, such as coaching, planning, change management, program development and evaluation. Ability to understand and interpret the Child Youth and Family Services Act and the Adoption Act, An Act Respecting First Nations, Inuit and Metis Children, Youth and Families, and other related legislation, policies and procedures. Training in use of SAFE, PRIDE, Structured Decision Making, An Act Respecting First Nations, Inuit and Metis Children, Youth and Families is an asset.
