This position is responsible to provide intake assessment and service for all program eligibility/ ineligibility for the At Home Caregiver Benefit Program within Social Programs. As part of the Social Programs integrated client centered service delivery model, this position provides information, problem solving support and advocacy through phone advice & face to face to individuals and families experiencing difficulties related to financial and personal functioning. The programs to which the Social Program Intake Screener may be responsible to deliver are - Social Assistance; Child Care Subsidy; Seniors Independence Initiative and AccessAbility Supports. The Social Program Intake Screener will work collaboratively with colleagues, community and applicants and facilitate referrals across all programs and external agencies.

Duties will include but are not limited to:

Conduct initial intake screening assessments; determine pre-eligibility/eligibility for services of all Social Program applications provincially. Respond to calls from various individuals and /or agencies making inquiries for programs guidelines, policies, etc. Assess the degree of risk and state of emergency during intake screening assessment in order to determine if situation merits emergency intervention or immediate intake appointment. Ensure that all calls received pertaining to services are connected with the appropriate service in a timely manner. Receive walk-in persons and conduct in-office interviews/ taking reports, making assessments of need and provide brief crisis intervention, as necessary, to make appropriate referrals to service providers and other organizations in the community that may apply to their situation. Follow a prescribed screening assessment to ensure that pertinent information is elicited during interviews for determining the risk factors. Determining eligibility in accordance with Program Act/Regulation; policies and procedures. Analyze information presented to confirm accuracy and evaluate the need for appropriate follow up in determining eligibility for service including closure and/or denial of service; Participate in all relevant appeal matters including the preparation of information packages that must be provided to the client and appeal board in a timely fashion; Organizing, leading and/or participating in client meetings either in person (case conferences) or conference calls; Developing clear and concise written correspondence often dealing with complex issues related to program eligibility; Other duties as required.

Minimum Qualifications:

The incumbent must have a University Degree in a discipline related to the duties of the position preferably in Social Sciences. Experience working with individuals and their families in the area of social services. Experience working in social programs is preferred. Demonstrated equivalencies will be considered. Strong knowledge and understanding of community resources, including but not limited to Child and Family Services, Mental Health Services, Addiction Services, School systems, Police, Housing, medical services, counselling services, Family Violence workers, shelters, youth justice etc. Knowledge of the legislative requirements, regulations, policies and procedures and the mission, beliefs and vision of the Social Programs Division. Requires skills in risk assessment, counselling, critical thinking, group work and crisis intervention. Ability to work independently with minimal supervision. This position requires excellent oral and written communication skills Excellent interpersonal, time management, problem solving and organizational skills. Requires computer literacy with experience using a variety of software programs ie. Outlook, ISM, word perfect, Microsoft word Valid PEI Driver's license. A good previous work and attendance record and an acceptable criminal record check and vulnerable sector record check

Other Qualifications:

Requires a knowledge of cultural needs and diversity. Experience working with people with disabilities and their families that would indicate an understanding of the impacts and barriers faced by people with disabilities
