Providing excellence and public service values, this position provides quality staffing services for various programs and services with Health PEI including supporting the hiring manager through components of the staffing process including screening, interviewing, and referencing in order to achieve and promote a professional public service. The work involves extensive interaction with employers, employees, unions, and the general public.


The successful candidate will demonstrate professional competency in the following areas:




Leads Others




leading staffing and selection processes for staffing needs within Health PEI develop screening criteria, position analyses, evaluation methods, interview questions, rating guide, interview schedules, conducting interviews, completing references, etc, to ensure a fair, equitable, and quality service and; onboard new hiring managers on the staffing process and prepare selection boards for the interview process; participate in the development, implementation, and evaluation of new policies, systems and procedures guiding the selection process; research and promote evidence based best practices and implement change to achieve optimal staffing outcomes; accept projects at the Public Service Commission to foster personal and organizational development;

Builds Relationships




present information on staffing decisions to candidates, managers, union representatives; participate in education sessions on employment opportunities and job preparation; participate as a member of the Public Service Commission Staffing team which strives to provide quality service in human resource management; coach employees to identify and access opportunities for job change and career development; support leaders on the implementation of recruitment plans with response to the strategic direction of the diversity and human resource plans of the organization.

Minimum Qualifications:



Must have a university degree and course work in human resource management. Demonstrated Equivalencies will be considered. Must have considerable relevant work experience in professional or leadership/management roles including direct experience in human resource management functions preferably in the public sector. Must have experience in and a good understanding of staffing/talent acquisition processes, applicable legislation, and the respective Collective Agreements; Must have knowledge of the structure of various provincial government departments and agencies including Health PEI Must have a strong understanding of Equity, Diversity and Inclusion (EDI) principles and a commitment to promote these values throughout the staffing process. Demonstrated ability to engage collaboratively with others and support change practices to improve organizational effectiveness; Demonstrated commitment to modernizing, achieving results, and continuous improvement. Must have excellent emotional intelligence, interpersonal, communication, organization and facilitation skills. Must have strong analytical and decision making skills, as well as proven leadership abilities. Demonstrated commitment to personal growth and professional development. Proficiency in relevant computer programs and software (Outlook, Word, Excel, Peoplesoft etc). Models the civil service values of respect, accountability, integrity, and excellence to build a positive workplace culture. Access to reliable transportation.

Other Qualifications:




A Human Resource diploma or CPHR designation is an asset. Bilingualism in French and English would be considered an asset.
