The Compliance Officer will conduct reviews and analysis of all funding agreements and ensure contractual obligations are being met. The position will also be responsible for conducting financial and non-financial reviews in alignment with Early Years policies and identifying areas of potential non-compliance and completing reports to summarize findings.


Duties will include but are not limited to:




Review and complete analysis of contract provision and clauses and develop a comprehensive tracking system of all administrative requirements; Routinely monitor tracking systems to ensure compliance and develop a compliance schedule of due dates; Analyze provided reports and correspondence to ensure completeness of contract obligations; Collect and review all financial information identified in contracts/agreements, identifying and reporting on potential areas of concern or non-compliance; Conduct financial reviews for Early Years Centres in alignment with the Financial Accountability for Early Years Centre Policy; Respond and investigate all reports of non-compliance of funding policies/criteria; Writing and distributing compliance communications in non-complex cases and collecting all legal communications for a compliance file in major non-compliance cases; Preparation and calculation of funding programs; Supporting the Manager of Grants with all aspects of providing services to the Francophone Centres such as communications, funding training, and preparation of contracts; and Other duties as required.

Minimum Qualifications:




A diploma in Accounting or Business Administration with considerable work experience. Knowledge and considerable experience with financial record keeping, internal and external financial reviews and analysis of financial statements. Considerable experience related to compliance, research and contract management. Knowledge and experience of interpreting relevant legislation and regulations. Advanced oral proficiency in French and English required. Demonstrated equivalencies will be considered. Demonstrated ability to work in a fast-paced environment with a high attention to detail. Proven ability to manage time and appropriately assess priorities. Strong organizational, analytical and problem-solving skills. Ability to work well independently and as part of a team. Ability to handle difficult telephone conversations. Strong oral and written communication skills in both French and English. Advanced oral proficiency in French and English required. The successful applicant must have a good previous work attendance and provide a satisfactory Criminal Records Check prior to commencing employment.

Other Qualifications:




Knowledge of the Early Years system would be an asset. Knowledge of the Early Learning and Child Care Act and Regulations would be an asset. Experience and proficiency of the Oracle Financial System, specifically the accounts payable, would be considered an asset.
