Job Description

The Quality Assurance Specialist reports to the Manager of Early Years and Child Care Services or designate.



The Quality Assurance Specialist will lead the Child Care program evaluation and quality assurance efforts, data management/analysis and promote Continuous Quality Improvement (CQI). The purpose of the Quality Assurance Specialist is to ensure compliance with



the policies and procedures, quality care of the children and respectful peer conduct, the legal framework of the Early Years and Child Care Act (2014). The position is also required to recommend and implement, monitor, and evaluate best practice guidelines to support the policies and procedures in the context for Six Nations Social Service's programs and services that impact Six Nations children and families.

BASIC QUALIFICATIONS:




Degree in Child and Youth Studies, Bachelor of Early Childhood Education or Bachelor of Applied Science in Early Childhood Studies, or Degree in Early Childhood Studies with two (2) years' supervisory experience working within Childcare setting.

OR

Diploma in Early Childhood Education (and a member in good standing with the College of Early Childhood Educators) or comparable in related field and have five (5) years' supervisory working within Childcare setting. Strong knowledge of the Early Years and Child Care Act (2014). Must have administration experience within a Child Care program or related field providing program evaluation and quality assurance. Demonstrated competency in identifying and implementing risk management strategies from the trauma and harm risk reduction perspective. Must provide an up-to-date immunization record or willing to complete Health Assessment Form. Must have or willing to obtain First Aid/CPR

PURPOSE AND SCOPE OF THE POSITION:




The Quality Assurance Specialist will lead the Child Care program evaluation and quality assurance efforts, data management/analysis and promote Continuous Quality Improvement (CQI). The purpose of the Quality Assurance Specialist is to ensure compliance with

The position is also required to recommend and implement, monitor, and evaluate best practice guidelines to support the policies and procedures in the context for Six Nations Social Service's programs and services that impact Six Nations children and families.


KEY

DUTIES & RESPONSIBILITIES:

Technical Functions:





Continually review and plan for improvements to the scope of the services by providing outcome reports, practice reports and compliance reports;


Provide mentorship and support to RECEs, RECE Team Lead, or other Daycare professional as required when addressing a parent(s)/guardian(s) concern during an interaction they have observed within that daycare setting. The recommendation and support will be in compliance with both Early Years and Child Care Act (201

4

) and Six Nations of the Grand River Employment (SNGRE*) Policy to resolve that specific concern.
Daily interactions and role modelling in all of the Six Nations Child Care licensed spaces At times, the Quality Assurance Specialist may need to provide corrective recommendations to Manager of Early Years and Child Care Services or designate. Auditing of Registered Early Childhood Educations (RECEs), RECE Team Lead, or other Daycare professional(s): this includes day-to-day operational requirements, including but not limited to onboarding new staff, reviewing and monitoring compliance and providing advice and guidance. Recommend ongoing professional development opportunities such as workshops, conferences, etc. May be responsible for preparing in-depth report to share with RECEs, RECE Team Lead, or other Daycare professionals with information pertaining to opportunities involving professional development that is oriented with the Continued Professional Learningrequired for Registered Early Childhood Educations (RECEs), RECE Team Lead, or other Daycare professional(s) in order to maintain their designation required by the College of Early Childhood Educators. Monitor kitchen staff to ensure safety and well-being of children are being met including awareness of current children(s) allergy and food restrictions Provide recommendations for kitchen staff, healthy menu options in accordance with the Health Canada's Food Guide*, recommending sanitary practices and Safe Food Handling requirements.
Assist in the recruitment for Early Childhood Educators (ECE) student(s) for their field placement hours, that is needed for them to complete their Early Years and Childcare Care Program at a designated childcare centre. Ensure Ministry of Education and other related legislated requirements are obtained prior to their student placement. Asses if a particular student placement is eligible for third party funding, will provide funding recommendation to Manager of Early Years and Child Care Services, or designate. Ensure the development of systems to support and encourage the move towards a continuous quality improvement process Identify a system to improve and maintain service delivery with performance measures Evaluate measures implemented to address identified problems and service gaps

Administration Support:





Complete administrative functions and adhere to all policies, procedures and relevant practices.


Develop a peer review team to assist in reviewing processes Support integration of Quality Assurance (QA) and Quality Improvement (QI) initiatives within the programs and develop and maintain the workplan Ensure the development of a system for provision of supervision between Front Line Workers and Supervisors Coordinate training and consultation for staff in the development of program evaluation Ensure the development of trends and analysis report on service complaints Develop executive summaries and lessons learned reports on compliance reviews, audits, Serious Occurrences and external inspections Ensure the updating of policy and procedure manuals to reflect quality expectations Develop a teamwork plan that ensures continual planning as an integral part of leadership, management, and direct supervision Ensure compliance with Ministry of Child and Youth Services directives and reporting requirements Assist a Manager, Supervisor or Team lead in a detailed work plan of activities for a Registered Early Childhood Educations (RECEs), RECE Team Lead, or other Daycare professional(s) Ensure confidentiality and safekeeping of all documents and records Develop and maintain accurate, up-to-date and concise work files Work in compliance with the Occupational Health and Safety Act and any other relevant legislation Include quality standards in licensing procedures as an ongoing process. Prepare and submit monthly reports, attendance records and travel expense claims Follow human resources, finance and other policies and procedures in the performance of duties Ensure the development and support of teams undergoing Ministry audits and reviews Ensure the development of compliance reports that include a system to track when expectations are past due Maximize the potential of current systems, produce dashboards, reports, internal audits and analysis; support ongoing staff training; Ensure the financial infrastructure systems are able to meet the demands of Childcare Services. Assist in developing reports and reviews that identify infrastructure needs by overseeing accuracy of invoice. Provide recommendations for quality expectations that may needed for yearly budgets. Ensure insurance and liabilities are thoroughly reviewed on an annual basis with the Manager and Supervisors.

While performing the duties of this job, the Quality Assurance Specialist will be in both an office and playroom setting. The Quality Assurance Specialist is frequently required to operate a computer, file and retrieve written documents, and work after hours when required or during emergency situations. The physical demands include, but are not limited to, standing, sitting, walking, lifting, carrying, reaching, handling, kneeling, crouching and bending. The Quality Assurance Specialist may be required to travel within the area.
