SUMMARY:





To assist the Senior Manager of Housing in the performance of statutory and administrative duties related to Housing Inspections within the policies and procedures established for the Housing Department.



The Housing Inspector will carry out house inspections for compliance with the codes, policies and requirements established by Six Nations Elected Council for the Housing Department and Canada Mortgage and Housing Corporation programs.

BASIC QUALIFICATIONS:




Grade 12 or equivalent and 7 -10 years direct house construction experience. Must possess a thorough knowledge of the National Building Code particularly Part 9 and the Ontario Plumbing Code, Part 7. Working experience reading/interpreting blueprints. Must have a valid driver's license. Must have a positive Police Record Check. Must be bondable.

POSITION TITLE:

Housing Inspector




REPORTING RELATIONSHIP:





Reports to and works under the direction and supervision of the Senior Manager of Housing.


PURPOSE & SCOPE OF THE POSITION:





To assist the Senior Manager of Housing in the performance of statutory and administrative duties related to Housing Inspections within the policies and procedures established for the Housing Department.



The Housing Inspector will carry out house inspections for compliance with the codes, policies and requirements established by Six Nations Elected Council for the Housing Department and Canada Mortgage and Housing Corporation programs.


KEY

DUTIES & RESPONSIBILITIES:




Technical Functions




Reviews house plans to ensure compliance with the National Building code, Part 9 and standards of Six Nations Housing Carries out inspections for compliance with the National Building Code, Part 9, Ontario Building Code, Part 7 and Six Nations Housing requirements and prepares written reports Inspects homes to identify eligibility for the CMHC programs Inspects homes for loans to purchase, to determine if it meets Housing's standards and is a good risk in terms of value

Administrative Functions




Identifies eligible work to be carried out on homes according to CMHC's guidelines for their programs In conjunction with the Environmental Health Officer, investigates proposed building sites for suitability, confirms borrower has located the site for the house, that the EHO provides a layout for the water and sanitation facilities, within the property boundaries staked out by the Field Investigator Reviews cost analysis to ensure new construction/repair will be completed to Housing's minimum standards Prepares inspection report, lists deficiencies and provides to the homeowner to see that corrections are carried out.

Communications Functions




Liaise and provide advice to homeowners Prepares written inspection reports

Other Functions




Performs related duties as required and are reasonable for the position.

Extensive interaction with the public, requires diplomacy and ability to exercise good judgement, involves extensive physical activity for inside/outside work and local travel.


WORKING RELATIONSHIPS:




With the Senior Manager of Housing:





Receives guidance, support and direction, provides technical information and reports as required.


With Other Staff:





Courtesy, co-operation and teamwork with all staff members.


With External Agencies:





Maintains awareness of building code, policy and program requirements relative to the inspection service.


With the Public:





Represents and promotes Six Nations Housing in a courteous, co-operative and diplomatic manner, provide guidance and assistance for the proper building practices.


KNOWLEDGE AND SKILLS:





Minimum Requirements:


Grade 12 or equivalent and 7 -10 years direct house construction experience. Must possess a thorough knowledge of the National Building Code particularly Part 9 and the Ontario Plumbing Code, Part 7. Working experience reading/interpreting blueprints. Must have a valid driver's license. Must have a positive Police Record Check. Must be bondable.

Other Related Skills:


Willing to take training to become a certified Residential Building Inspector within one year of commencing employment. Able to provide cost estimates for various components of residential construction. Successful completion of a Plumbing Course with a certificate from a recognized Community College or comparable certification would be a definite asset. Working knowledge of all facets of house construction, i.e. site layout; elevations, carpentry, plumbing/ sewage disposal systems, wells, electrical installation, heating etc. would be a definite asset. Computer knowledge, i.e. Microsoft Word, Excel, Access, AutoCAD. Possess initiative, good verbal and written communication skills, work independently and exercise good judgement.

IMPACT OF ERROR:





Errors in judgement and in the conduct of duties could lead to loss credibility, poor public relations, confusion, duplication of effort and misinformation resulting in negative impacts to the leadership team and SNGR. Errors in judgement could lead to embarrassment to SNGR, community and administration, loss of public confidence and unnecessary conflict leading to lack of trust and legal liability.


CONTROL:





Guiding principles set by the Six Nations Housing and the Six Nations Elected Council. Must work within the Policies and Procedures established by the Six Nations Elected Council for Housing.
