Job Description

The Whispering Pines / Clinton Indian Band (WPCIB) is one of the seventeen bands within the Secwepemc territory. Traditionally from the Clinton area, WCPCIB Band membership includes ancestral lineage from both the Pelltiq't te Pesellkwes (People of the White Earth/ Kelly Lake) and Steke'7us (People of the Little Hanging Bridge (Big Bar)). As a Band we are committed to serving our community and membership as well as building a future that upholds our Ancestral responsibilities.

Reporting to the Administrator, the Yucwmenulucw Director is a strategic leader of the TSO (inclusive of the Yucwmenulucw department), driving initiatives and effectively managing resources to promote the socio-economic development and long-term sustainability of WPCIB. This role oversees all economic development activities, ensuring compliance with policies, applicable regulations, and alignment with WPCIB's values and goals. The Director advises Chief & Council on economic matters, negotiates on behalf of WPCIB and builds strategic partnerships to advance the interests of WPCIB.

Key Duties & Responsibilities:



Supports the management of the Territorial Stewardship Office through assistance in determining proper protection or utilization of natural resources;

Leads the development, implementation and management of multi-year strategic planning of the Territorial Stewardship Department with related short and long-term goals, work plans and budgets, including development and finalization of a Territorial Stewardship Plan;

Recommends and oversees development of policy, procedures and initiatives to support the advancement of Territorial Stewardship Plan, Tmicw and overall Territorial Stewardship Office Crew;

Oversees consultation and engagement processes, policies, agreements, contracts, and supports including the referrals system and archeology program;

Develops and implements strategic plans to enhance financial resources and promote the economic sustainability of WPCIB, reporting on the financial performance of all economic activities;

Provides training and coaching for the department staff and assists with hiring, onboarding, performance management and disciplinary actions;

Identifies new business opportunities, negotiates and oversees business agreements.

Develops and implements communication strategies to advance the interests of the department;

Ensures completion of deliverables within established timelines and budgets;

Develops and manages project teams and other resources effectively;

Builds strategic partnerships to support economic development of WPCIB;

Identifies, establishes and maintains strategic government-to-government relationships with other governments, nations and indigenous people to advance the interests of the WPCIB;

Is a trusted leader and ambassador for the WPCIB community;

Advises and consults with Chief & Council as required;

Prepares documentation including project presentations, updates, reports, evaluations, etc.;

Facilitates regular TSO/ Yucwmenulucw Department meetings;

Fosters a respectful, healthy and safe work environment;

Collaborates with other departments.

Required



Post-secondary education in Natural Resources, Business, Finance, or a related field;

Min. 5 years of progressive experience in business operations and natural resource development;

Track record of generating revenue and building economic capacity and negotiating agreements related to natural resources and title and rights;

Working knowledge of provincial and federal funding programs and experience working with various government agencies;

Demonstrated experience with managing teams and financial budgets;

Experience working with First Nations or Indigenous organizations;

Proficiency in using computers: Microsoft 365, Microsoft Word, Excel, Outlook, PowerPoint, and various video conferencing platforms;

Must have a valid driver's license (BC Class 5) and satisfactory driving record;

Criminal records check.

Wage dependent on experience.

Potential to be a hybrid position.
