Under the general direction of the Water Treatment Systems Engineer, the Water Treatment Operations Engineer manages the Engineering Section of the Water Treatment and Supply Branch (Branch). The Water Treatment Operations Engineer is responsible for supervising the Engineering Section and delivering professional engineering, contract administration, management, and administrative services for operations, maintenance, and capital improvement initiatives associated with the Branch.


The Water Treatment and Supply Branch is responsible for operation and maintenance of the City of Winnipeg's potable water treatment and supply systems. These systems are made up of complex and aging infrastructure which include, but are not limited to, the Shoal Lake Intake Facility, the Shoal Lake and Branch Aqueducts, the Winnipeg Drinking Water Treatment Plant (WTP), the Deacon Reservoirs, the Deacon Booster Pumping Station and Chemical Feed Facility, in-town booster stations, Regional Pumping Stations and Reservoirs, and Greater Winnipeg Water District Railway and associated facilities.


The Water Treatment Operations Engineer oversees an annual chemical and consultant (professional and non-professional) budgets of approximately $15 million. This position is key to providing safe, reliable, and uninterrupted 24/7 Water Treatment and Supply service to the City of Winnipeg.

As the Water Treatment Operations Engineer, your duties will include:

Provision of engineering services for the continued operation of the Water Treatment and Supply systems. Administering Construction, Consultant, Services, Supply contracts, budgeting and estimating for the Water Treatment and Supply Branch Supporting the delivery of capital projects. Managing human resource activities for the Engineer Section of the Water Treatment and Supply Branch. Communicating and liaising with regulatory agencies, public, politicians, and civic staff from other branches, divisions, and departments. Membership in the Water Treatment and Supply Branch leadership team and performance of other duties as assigned.

Your education and qualifications include:

Bachelor of Science in Engineering.

Master's Degree in Engineering or Business Administration is an asset.

Post-secondary courses in Water Treatment and/or Water Distribution are preferred.

Successful completion of supervisory/leadership courses and courses in project management are preferred.

Four (4) years' experience as a P. Eng. in a directly related Engineering field. Two (2) years' experience with design, operation, and/or project management of water treatment, water distribution, wastewater treatment, wastewater collections, and/or industrial processes.

Experience organizing, prioritizing and coordinating work and resources with a high degree of independence. Experience leading projects.

Experience directing, supervising, developing and evaluating staff.

Experience organizing, coordinating, and managing the work of a team.

Experience maintaining accurate records.

Experience preparing, updating, reading, and interpreting technical drawings, specifications, charts, schematics, and tables.

Strong analytical and problem-solving skills with the ability to develop innovative solutions and methodologies and adapt to technological and organizational changes.

Experience in development, reporting, and administration of budgets.

Experience with the application of general financial management practices and economic analysis methodologies. Experience using a personal computer with programs and Microsoft Office Suite, including an ability to utilize a work management information system.

Knowledge of water treatment plant operations and water system infrastructure. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts including regulatory agencies, consultants, contractors, suppliers, and the general public in accordance with the Respectful Workplace Standard. Ability to communicate effectively, both verbally and in writing, deliver presentations, maintain accurate records and prepare reports. Ability to execute sound judgement and provide direction while working under pressure and in stressful situations. Willingness and ability to respond to emergency situations and provide 24-hour standby duties on a rotating basis.

Thorough knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that are applicable to the position's area of work.

Conditions of employment:

The successful candidate must maintain legal eligibility to work in Canada. If the successful candidate possesses a work permit, it is their responsibility to ensure the permit remains valid.

A Police Record Check satisfactory to the employer will be required from the successful candidate, at their expense.

Must possess and maintain a valid Class 5 Manitoba Driver's License. The successful applicant will be required to provide a driver's notice in force document upon request.

Professional Engineer designation and registered with Engineering Geoscientists Manitoba, (E.G.M.) or eligible for immediate registration under the EGM Mobility Application process. Must obtain and maintain Class 4 Operator Certification in Water Treatment within a 6-year timeframe.

* Must be physically capable of performing all of the duties and responsibilities of the position including, but not limited to, lifting up to 50 pounds, working overhead for extended periods, erecting and working on ladders, scaffolds and buckets, and working at heights or in confined spaces, both indoors and outside in varying weather conditions.
