About Our Opportunity

Under the general supervision of the Manager, Water Resources Management Unit, you are responsible for advising, consulting, supervising, planning and coordinating the development and implementation of environmental regulations, policies and programs to address key environmental, legislative and regulatory concerns and enforceable standards related to watercourse alterations, stormwater, erosion and sediment controls and planning, and other areas related to water resource management (e.g., wetlands).

Primary Accountabilities

You will perform your duties as a team member of the multi-disciplinary Industrial, Wastewater and Water Management Branch for the purposes of making water resource management decisions and developing government policies and programs for water resource management, including the identification of emerging issues and research needs.

This position supports and facilitates the development and delivery of effective and efficient regulatory management, analysis of complex environmental regulatory issues, enforcement and protection of the environment through the provision of highly technical information, specialized knowledge, advice and interpretation of the Environment Act and associated regulations.

Providing expertise and professional advice to Nova Scotia Environment and Climate Change\'s management and staff will help ensure the departmental objectives and to achieve consistent, province-wide implementation and delivery of the programs is met. In doing so, the you will be presented with problems or challenges for which there is no precedent and is expected to explore and seek new solutions to present options or alternative courses of action on controversial, difficult and complex environmental and water-related issues, with a focus on programs related to watercourse alterations and stormwater management. This position will collaboratively develop and implement new objectives, policies, practices, processes and service delivery strategies to address a diverse range of issues and priorities related to water resource management within the mandate of the Department.

In this role you will be expected to use critical thinking, judgment and initiative to guide major regulatory processes with scientifically sound information and demonstrate initiative in increasing awareness of complex business, environmental and scientific issues faced in the area of water resource management, as well as demonstrating leadership and strategic thinking in the development and implementation of program strategies and improvements.

Qualifications and Experience

As the successful candidate you will be registered with Engineers Nova Scotia as Licensed to Practice with a Bachelor of Engineering and 6 years related experience in the fields of water resources engineering, hydrotechnical engineering, hydrology, hydrodynamics, geotechnical engineering, and/or environmental engineering. Additional education at the post-graduate level in a relevant engineering program would be considered an asset.

Your proven track record in project leadership, policy interpretation and development, as well as strategic planning and effective time management. You possess exceptional communication (verbal and written) and relationship building skills with a demonstrated ability in decision making and problem solving.

Your sound professional judgement to recommend procedures, policies and program improvements to mitigate impacts associated with watercourse alterations, stormwater runoff and discharges, erosion, scour and sediment loading, and other risks to wetlands and watercourses is required.

The following will be considered as assets:

• Experience in the design, construction, and/or monitoring of culverts, bridges, road drainage, natural channel design and restoration, fish passage infrastructure, erosion and sediment controls, and/or other hydraulic structures,
• Knowledge and/or experience in preventing and managing environmental issues,
• Administratively self-sufficient with strong computer skills in spreadsheets, word processing and presentation packages,
• Knowledge of provincial and federal legislation, regulations policies and programs relevant to water management in Nova Scotia (i.e. including watercourses and wetlands),
• Experience recording/ writing detailed technical data and reports,
• Experience with government program management,
• Experience with water quality and quantity monitoring, assessment and protection, wetland and watercourse alterations, and/or watershed management,
• Training or experience in the application of geospatial sciences or geographic information systems.

Additional Information

This is a TERM employment opportunity with anticipated end date of October 2, 2025. The appointment status (\'term\', \'temporary\' or \'casual\') is dependent on the start date of the successful candidate.

Pay Grade: PR 18

Salary Range: $3,215.50 - $3,781.51 Bi-Weekly
