Position Summary
Reporting to the Stormwater Manager, this position is responsible for the project management of development-related stormwater management projects and studies. This position undertakes technical engineering review of the Ministry of Environmental, Conservation and Parks (MECP) Transfer of Review (ToR) and Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA) program applications.
Major Job ResponsibilitiesProject Manager responsible for the Town's Holistic Stormwater Monitoring Program including; preparation of the terms of reference, request for proposals, evaluating engineering consultant selection, provides direction to a multi-disciplinary consulting team throughout project delivery, budget monitoring, review of consultant invoices and progress reporting. Project Manager responsible for the Town's Local Stormwater Monitoring Program including; overseeing the local monitoring programs undertaken by developers, ensuring compliance with the terms of reference as well as compliance with the clauses in the Town's subdivision agreements. Analyzes technical monitoring data results for both programs and provides comments and recommendations, ensuring the stormwater and environmental infrastructure are functioning in accordance with Town Engineering Standards, Town CLI ECA and Provincial legislation. Conducts technical engineering and environmental evaluation, screening and review of complex applications for the approval of stormwater management and conveyance systems, in accordance with MECP policies, guidelines, standards, Provincial legislation and industry best practices. Evaluates and determines the technical complexity of the application, completeness and accuracy of the supporting drawings, reports and documentation. Assesses the application for expected environmental impacts from the discharge of contaminants to the natural environment, to compare and ensure the application complies with the MECP's policies, guidelines, regulations, standards and legislation. Conducts meetings with applicants and provides technical information to consultants with respect to application requirements, regulations and legislation. This would include discussing the findings of the technical review and identifying deficiencies with respect to the technical requirements and failure to comply with environmental standards, policies, guidelines, regulations, or legislation. Recommend and drafting letters of approval (permits), for management signature, of Town-owned stormwater infrastructure works under the CLI ECA Program. Project Manager for the implementation, delivery and yearly compliance reporting of the CLI ECA performance monitoring program to the MECP, including preparation of the terms of reference, preparation of the request for proposals, evaluating engineering consultant selection, provides direction to a multi-disciplinary consulting team throughout project delivery, budget monitoring, review of consultant invoices and progress reporting. Analyze technical monitoring data results of CLI ECA performance monitoring program and provide technical recommendations to address concerns arising from the monitoring results and improvements to the program, other departments and MECP. Provide technical review and recommendations to the Infrastructure Engineering division for stormwater related capital projects and ensure compliance with Town standards, Provincial and Federal Legislation. Provide technical recommendations to the Operations division for issues that arise within the Town's stormwater infrastructure system. Responsible for the implementation of the Town's yearly stormwater inspection program conducted by the Operations division, ensuring compliance with MECP's inspection and record keeping requirements in accordance with the Town's CLI ECA. This work includes field inspections, analyzing and evaluating results of inspections undertaken, identification and categorizing deficiencies, recommending prioritization of remedial works to be undertaken by other divisions and maintaining a database to track the completion of the remedial actions. Researches and recommends continuous improvement of internal best management practices (BMP) for stormwater infrastructure design, operation and maintenance. Reviews technical standards and confirms satisfactory adherence to Town's requirements for assumption of SWM infrastructure. Conducts site visits when required to investigate concerns and provide technical recommendations.

Additional Job SkillsIn depth knowledge of and experience with Stormwater Management, Low Impact Development, environmental monitoring, compliance and associated Municipal, Provincial and Federal Legislation Strong understanding of Environmental Compliance Approvals (ECA's) Transfer of Review and CLI ECA Program under the MECP. Additional courses / certification in Project Management, Contract Administration, and Contract Law Familiarity with applicable legislation, policies and technical standards including the SWM Planning and Design Manual, Occupational Health and Safety Act, Land and Rivers Improvement Act, Ontario Water Resources Act, Environmental Protection Act, Environmental Assessment Act, Ontario Provincial Standards, Canadian Standards, and Professional Engineers of Ontario (PEO) standards. Proficient in Microsoft Office applications and familiarity with AutoCAD, AMANDA, and GIS platforms. Excellent written and oral communication skills Excellent interpersonal and conflict-resolution skills. Strong organizational, record-keeping and time-management skills. Ability to work well independently and within a team in a fast-paced environment. Ability to meet conflicting deadlines and multiple project assignments. Must possess a valid class "G" Ontario driver's license with a satisfactory driving record; use of a personal vehicle.

Education & ExperienceRequired:Three (3) year post-secondary diploma in Civil Engineering Technology or Civil/Environmental Engineering Technology and; Additional post-secondary courses or certifications specializing in Water Resources and Environmental Engineering Five (5) years experience specializing in stormwater management, environmental compliance and development engineering. Full membership and registration in good standing with Ontario Association of Certified Engineering Technologists and Technicians (OACETT) as a Certified Engineering Technologist (C.E.T) and/or Membership and registration in good standing with Professional Engineers Ontario in the Engineering Intern program as an Engineer-in-Training (EIT).
Preferred:Degree in Civil Engineering (preferred) Post graduate courses in Civil Construction, Water Resources Engineering, Environmental and Geotechnical Assessments Registered as a Professional Engineer (P.Eng.) in good standing with the Professional Engineers Ontario (PEO). Eight (8) years experience specializing in stormwater management, low impact development and environmental compliance. Detailed design experience of municipal stormwater management infrastructure in a consulting environment.
