Hours of Work: 7:00 am xe2x80x93 3:30 pm Monday to Friday (40 hours per week)

Purpose of Position:
Reporting to the Director of Public Works, the Water Distribution Supervisor is responsible for the supervision of the water distribution system infrastructure operations, and maintenance.The Water Distribution Supervisor acts as the Operator in Charge with the ability to be designated as Overall Responsible Operator (ORO) for water and certified in accordance with provincial government standards. (Safe Drinking Water Act, Drinking Water Quality Management System - DWQMS).Responsibilities:
Major responsibilities include: * Provide daily front line supervision of staff including work program scheduling, resource allocation, workflow monitoring and work orders, and documentation.

• Conduct short term workflow planning (weekly to monthly) for the effective implementation of proactive work programs as well as response activities for any water system related emergencies.
• Responsible for completing work within established operating budgets; specifically monitor and manage program level budgets consistent with approved levels of service.
• Assist department head in preparation of annual operating budgets with technical input for capital programs and budget preparations.
• Ensure preventive maintenance, operational and seasonal activities are current, fully documented, scheduled and recorded through the Work Management System.
• Liaise with peers, outside departments and organizations to build working relationships and help establish industry best management practices to improve safety, efficiency and technology to perform required tasks of the division.
• Coordinate and schedule staff to attend and support capital works inspections, review draft construction plans related to water infrastructure and provide recommendations to the Engineering Department.
• Conduct front line customer service including investigating, documenting and resolving concerns and complaints or providing program information upon request.
• Recruit and develop staff to deliver industry-standard levels of service using continuous improvement principles.
• Participate in ongoing staff performance management including participating in grievance processes, labour relations, performance reviews, wage and promotion recommendations, and monitoring staff activities and behavior as required.
• Ensure operational and record keeping compliance with applicable regulations and standard operating procedures.
• Responsible for overseeing development and implementation of Standard Operating Procedures and quality control inspections.
• Identify training needs and oversees the development and maintenance of training programs for staff.
• Ensure employees work in compliance with the Ministry of Environment, Conservation and Parks; the Safe Drinking Water Act and the Occupational Health and Safety Act along with various other regulations, and Corporate Health and Safety Policies and Procedures, and to take every reasonable precaution to protect workers.
• Recommend and establish asset management maintenance activities to extend the life cycle of infrastructure in a cost-effective manner, including optimization of people, materials and equipment.
• Act as Operator in Charge with ability to act as primary xe2x80x9cOverall Responsible Operatorxe2x80x9d for the water distribution system on a rotational and stand-by basis, and as required during regular day time hours. Responsible for supervisory oversight of all Environmental Services operations while on after-hours standby duty.
• Maintain a comprehensive understanding of all applicable collective bargaining agreements, including grievance procedures and the various stages of the collective bargaining process.
• Act as backup for other supervisors as required.
• Contributing member of the Department management team.
• Perform other duties as assigned.

Qualifications

• Post secondary diploma in Civil, Environmental or Mechanical Engineering, or equivalent; with an emphasis on Water Distribution Systems.
• Valid Ontario Water Distribution Operators Certificate, with a minimum Class 3.
• 5 years of experience in a Public Works environment.
• 2-3 years of Supervisory experience in a unionized environment.
• Valid class xe2x80x9cDZxe2x80x9d Driverxe2x80x99s License.
• Preference will be given to applicants that hold valid Certified Engineering Technologist (C.E.T) certification from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
• Valid First Aid and CPR certificates are considered an asset
• Construction experience is considered an asset.
• Ability to operate water equipment is considered an asset.

Working Conditions

• Subject to working outside in all weather conditions.
• Subject to working in dirty conditions and is required to do heavy lifting.
• Must be available for after-hours work for emergencies and planned overtime.
