Job Description

Under the direction of the Senior Wastewater Systems Planning Engineer, the Wastewater Planning Engineer leads hydraulic modeling studies and assignments for planning and capacity assessments of the City's Regional and Local Wastewater Collection Systems. Regional and Local wastewater planning considers the City's current and future needs, to evaluate the extension of services, anticipated new land subdivision developments and areas of focused densification, combined sewer overflow mitigation strategies, synergies with other major capital work, and regulatory compliance requirements. The Wastewater Planning Engineer also reviews applications for proposed new developments for local wastewater capacity needs, including development permit submittals, servicing reports, servicing concept briefings and development servicing calculations required to support development applications.


The position manages professional engineering services for wastewater planning / hydraulic modeling projects, supports the investment planning process, and participates in the review of development applications.

As the Wastewater Planning Engineer, you will:




Conduct hydraulic modeling studies to assess capacity and plan the City's Regional and Local Wastewater Collections Systems.

Manage engineering and other consultant assignments on projects, hydraulic model update projects, hydraulic model system assessments, evaluations, major planning studies and designs.

Provide technical guidance and recommendations to stakeholders related to local and regional sewer capacity needs as part of development approvals.

Provide expertise on technical and regulatory issues related to the Wastewater Collections System to other City branches, divisions and departments.

Provide input and direction for development of the City's Capital Budget under the Investment Planning Program.

Your education and qualifications include:




Bachelor's Degree in Engineering.

Minimum of 4 years' related experience.

Experience with design of municipal systems, particularly wastewater collections, and hydraulic modeling analysis of sewer networks.

Experience with project management, coordinating / planning work for professional staff, cost estimating and economic analyses.

Ability to work independently under stressful situations and make timely decisions with limited information.

Ability to influence desirable outcomes through negotiation, and collaborative relationship management.

Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

Ability to communicate effectively both verbally and in writing.

Excellent analytical, problem-solving, and decision-making skills. Ability to delegate to team members, consultants, and others as required. Strong organizational skills with proven ability to set priorities and meet deadlines under pressure.

Demonstrated computer skills using word processing, presentations, excel databases and spreadsheets evaluating complex/large datasets.

Demonstrated computer skills using InfoWorks ICM software or other hydraulic modelling software, along with the ability to learn and adapt to new computer programs and software.

The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

Professional Engineer designation and eligible for registration with Engineers Geoscientists Manitoba (E.G.M.).

A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
