Job Description

Under the direction and guidance of the Branch Head - Wastewater Planning and Project Delivery, consistent with the principles of the continuous improvement initiative, the primary requirement of this position is to carry out engineering assignments and complete technical/economic/environmental reports related to short and long range planning for the expansion/upgrading/modification of local and regional wastewater collection and conveyance systems.


Participates in the sewer gauging and rainfall monitoring programs to collect and organize data essential to the assessment of system response and capacity issues.

As the

Wastewater Collections Planning Engineer,

you will:


Direct and coordinate all aspects of field monitoring programs for data acquisition related to sewer flow, wastewater level gauging, and pumping station capacity assessments.

Plan and design field monitoring programs for wastewater flow data acquisition. Undertake wastewater flow analyses and projections, extraneous inflow assessments, and assist in the assessment and control of Combined Sewer Overflow (CSOs) and Sanitary Sewer Overflow (SSOs).

Assist with the development and operation of district-specific and regional wastewater computer models.

Establish appropriate design criteria for wastewater flow estimates, planning level sewer and lift station designs. Confirm that development applications are correctly applying the wastewater design criteria.

Provide input and direction on practices and guidelines to maximize the effective use and operation of the wastewater collection conveyance systems and treatment systems.

Participate in the asset management of wastewater collection and conveyance systems in order to develop capital budget estimates for the rehabilitation and upgrades of the collection and conveyance systems based on current condition assessment, projected functional life and business case.

Initiate and maintain control of the project in terms of aims, goals, policies, and objectives of the organization.

Make effective use of people and resources involved in the project.

Ensure that the project will satisfy the technical, financial, schedule, and organizational needs for which it was undertaken.

Administer all aspects of the capital budget for a project and ensure that the project is completed within the approved budget and on schedule.

Ensure proper collection and dissemination of project information.

Determine and maintain an adequate inventory of sewer gauging equipment for use in field monitoring programs, and ensure that the equipment inventory is properly maintained and calibrated.

Acquire goods and services from outside organizations as necessary to complete the project.

Provide engineering services for the upgrading of existing and/or the construction of new facilities and equipment and other services, as required. Ensure compliance with safety regulations and safe work practices.

Perform other related duties consistent with the classification, as required.

Your education and qualifications include:

Bachelor's Degree in Civil or Environmental Engineering.

Relevant experience related directly to the duties of the position.

Ability to work effectively with technical and management personnel.

Demonstrated experience with computer modeling techniques for urban hydrologic and hydraulic applications for land drainage, wastewater sewers and combined sewer systems, such as INFOWORKS.

Ability to direct staff and to effectively and efficiently plan and schedule work.

Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

Familiarity with materials and methods as applied to the design and construction of municipal services and structures.

Proficient in personal computer use and programming in addition to having familiarity with a variety of software packages and their application, GeoMedia, Microsoft Suite, with specific and advanced experience with MS Excel and Access.

Demonstrated knowledge of project management principles.

Ability to do independent and team studies, and work independently with minimal supervision.

Ability to communicate effectively both verbally and in writing.

Demonstrated ability to manage multiple time constraints and prioritize workloads.

Conditions of employment:

The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

Professional Engineer designation and registered with Engineers Geoscientists Manitoba (E.G.M.).

A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
