:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster, and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity, and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Reporting to the Executive Vice President Real Estate & Development, the Vice President, Real Estate Management will provide strategic leadership and oversee the development, implementation and performance of Metrolinx\'s corporate real estate strategy, initiatives and services. The Vice President, Real Estate Management will be responsible for transacting on certain real estate assets, including negotiations of agreements of purchase and sale, leases, licenses and similar real estate agreements; ongoing management of Metrolinx real estate including security, building improvements and demolition, tenant relocations, property administration, and related property management functions; and oversight of the adjacent development review process, including agreements and permitting.What will I be doing?

  • Leads the development, implementation, and performance of Metrolinx\'s corporate real estate strategy, initiatives, and services.
  • Oversees the Business Strategy and Support function by ensuring real estate portfolio performance is maximized based on feasibility/market analysis and aligned with Metrolinx objectives
  • Oversees property management, transactions, and property administration functions by ensuring land is transacted in accordance with Metrolinx\'s corporate real estate strategy
  • Oversees the alignment of property dispositions with Metrolinx\'s corporate real estate strategy through the development of financial/economic analyses, business case evaluation, review of market trends, evaluation of offers, and the negotiation and execution of agreements.
  • Oversees the management of real estate operations by ensuring that administrative and maintenance services are performed on leased and owned properties/assets
  • Oversees the management of real estate ownership responsibilities including asset financial performance, tenant management, and heritage requirements
  • Oversees Realty component of Asset Retirement Obligations (ARO) and ensures ARO reporting for Metrolinx owned/leased property
  • Provides strategic and operational subject matter expertise to Metrolinx/Government executives, Board Members and the management team
  • Leads complex negotiations with senior executives of private sector corporations, land developers, government organizations and communities.
  • Directs the development of strategic goals and KPIs, policies, performance analytics, systems, and best practices for the Real Estate Management team.
  • Ensures adjacent development project support is provided in a consistent manner and that decisions related to project review/authorization, permitting, licensing and approvals, cost apportionment, third-party obligations, and capital coordination are carried out in a manner that is well understood and defensible.
  • Provides strategic leadership on matters related to the Corridor Development Permit program under the Building Transit Faster Act.
  • Coordinates with Real Estate & Development leaders, Capital Projects Group (CPG), Construction Phase Services (CPS), and OnCORR
  • Builds relationships with Operations & Safety, Planning, CPG, Legal, Finance, Environmental Programs & Assessment, and Strategic Communications
  • Supports the implementation of the Province\'s TOC program, including working with Infrastructure Ontario, Ministry of Infrastructure, and Ministry of Transportation.
  • Leads in seeking out commercial opportunities for Metrolinx through engagement of third-party development.

What Skills and Qualifications Do I Need?
  • Completion of a degree in Business Administration, Urban Planning, Real Estate discipline, Economics, Environmental Studies or related discipline or an equivalent combination of education, training and experience deemed equivalent.
  • 15+ years real estate experience in a variety of areas such as acquisitions and dispositions, land development and operations, third-party transit-oriented development, preferably in the transportation/construction industry: an acknowledged real estate industry leader with a wide network and expertise in team building.
  • Knowledge of/expertise in the theories, principles and practices of large-scale real estate land development, acquisitions, and operations
  • Knowledge of the theories, principles, and practice of transit-oriented and transit adjacent development and implementation, as well as the administration and management of third-party agreements
  • Knowledge of rail safety standards, legislation and regulations
  • Knowledge of risk management systems and processes
  • Knowledge of business improvement processes, strategies and performance analytics
  • Knowledge of change management principles and practices
  • Knowledge of project management principles and practices
  • Professional accreditation /affiliation in real estate, land development or a related field would be considered an asset.
