The Opportunity

Global Raymac Surveys Inc. is seeking a

Vice President, Municipal Services

in the greater Vancouver, BC area who will be responsible for leading and expanding the company's land development and municipal project portfolio. This role oversees strategy, client engagement, operational efficiency, project delivery, team development, and business growth within the municipal and land development practice.


The ideal candidate is a proven leader with deep industry knowledge, strong business acumen, and a passion for building high-performing teams and client relationships.

Key Responsibilities

Strategic Leadership

Develop and execute division-specific strategic plans aligned with corporate goals Lead growth initiatives across land development and municipal infrastructure sectors Identify market trends, service expansion opportunities, and competitive positioning Lead budget planning, forecasting, and financial performance for the business unit

Operational Excellence

Oversee project execution, ensuring quality, timeliness, and profitability Set and enforce technical, operational, and safety standards Drive continuous improvement initiatives and operational efficiencies Provide executive oversight on large-scale and high-risk municipal and land development projects

Client & Stakeholder Engagement

Build and nurture relationships with key clients, municipalities, developers, consultants, and industry partners Support the pursuit and negotiation of major contracts, proposals, and partnerships Represent the company at industry events, conferences, and municipal planning forums

Business Development

Develop and execute business development plans to expand project pipeline Collaborate with marketing and BD teams to identify and secure new opportunities Support cross-divisional growth and integrated-service initiatives

People & Culture Leadership

Lead, mentor, and manage senior project and technical leaders Support talent acquisition, succession planning, and workforce development Foster a culture of collaboration, innovation, accountability, and safety

Technical Expertise

Provide senior oversight and technical guidance on land development and municipal design principles Stay current on municipal bylaws, planning regulations, standards, and permitting processes Support adoption of digital tools, BIM, geospatial technology, and modern project delivery methods

Qualifications & Experience

Education

Bachelor's or Master's degree in

Engineering, Planning, Geomatics, or related field

Professional designation strongly preferred (e.g., ALS, BCLS, SLS, CLS, P.Eng., P.Tech., RPP, CET)

Experience

Minimum 10 to 15 years

progressive experience in land development and municipal infrastructure

5+ years executive or senior leadership

experience managing multidisciplinary project teams Proven experience delivering land development projects (residential, commercial, industrial) and municipal infrastructure (roads, utilities, stormwater, parks) Strong experience in client-facing leadership and business development

Skills & Competencies

Senior-level leadership and business management capabilities In-depth understanding of municipal standards, planning processes, and development approvals Strong financial acumen, budgeting, and P&L experience Advanced communication, negotiation, and relationship-building skills Strong strategic thinking, change leadership, and problem-solving capability Ability to travel to project sites and office locations as needed Other duties as assigned
