JOB SCOPE
The Vice President Flight Operations, serving as the Operations Manager under Canadian Aviation Regulations, holds both regulatory and operational authority over the company's flight operations. This role ensures the safe, efficient, and compliant execution of all flight activities, while also overseeing the development and implementation of the Safety Management System (SMS), operational standards, and regulatory liaison. The Vice President Flight Operations plays a pivotal role in shaping the operational culture, maintaining regulatory compliance, and supporting the company's long-term strategic goals, including succession planning and leadership development.
JOB DESCRIPTION
Ensure safety, security, quality and risk management policies and related applications are adequately implemented, monitored and that the airline operates within a safe environment at all times;
Actively promote safety and quality within the organization and department by encouraging employee participation in SMS and ensuring effective communication with all stakeholders;
Comply with all SMS and safety policies, processes, and standards;
Control the operations and operational standards of all aircraft operated by the company;
Oversee the functioning and continuous development of the Safety Management System (SMS), ensuring it is properly staffed, funded, and aligned with evolving company needs;
Identify and coordinate operational functions that impact Operational Control (e.g., maintenance, crew scheduling, load control);
Maintain and supervise the content, production, and amendment of the Operations Manual;
Act as the primary liaison with regulatory authorities on all matters concerning flight operations, including Air Operator Certificate variations;
Coordinate with external agencies that may affect flight operations;
Supervise and ensure the efficiency of flight operations, cabin safety, cabin services, crew scheduling, training programs, and the Flight Safety Program;
Ensure all operations under the Air Operator Certificate comply with current regulations, standards, and company policies;
Approve and monitor crew scheduling to ensure compliance with flight and duty time limitations;
Ensure all crew members are informed of regulatory and standard changes;
Receive and implement aeronautical information affecting flight safety;
Disseminate internal and external aircraft safety information in conjunction with the SMS;
Qualify aircrew members, including pilots and flight attendants;
Maintain a current and accessible operations library;
Approve and administer flight operating safety policies and procedures;
Create, distribute, and amend route manuals and aeronautical publications;
Liaise with the Person Responsible for Maintenance as required by the type of operation;
Ensure all aircraft GPS databases are current and that crews are informed of any GPS database errors via web memos;
Any other duties and projects assigned by the Chief Operating Officer.
JOB REQUIREMENTS
Educational Requirements
Post-secondary education such as a University Degree or Aviation College Diploma (strongly preferred);
Aviation audit training (asset);
Experience Requirements:
Minimum 3 years of recent supervisory experience in commercial air operations (as per CARs);
Experience with aviation security regulations and regulatory compliance.
Strong knowledge of Canadian Aviation Regulations (CARs) and Commercial Air Service Standards (CASS);
In-depth understanding of the Company Operations Manual, Maintenance Control Manual, and Safety Management System (SMS);
Proficient in crew scheduling, duty time regulations, and operational control systems;
Sound competency in Microsoft Office Suite;
Licensing & Flight Qualifications (Recommended):
Holds or has held a valid Airline Transport Pilot License (ATPL) with appropriate ratings for aircraft operated;
Meets or has met pilot-in-command qualifications for at least one aircraft type in the fleet;
Holds or has held a valid Category 1 Medical Certificate;
Experience as a line pilot, training captain, or chief pilot is highly desirable;
Leadership and Interpersonal Qualifications:
Demonstrated leadership, conflict resolution, and problem-solving abilities;
Strong planning, organizational, and time management skills;
High degree of diplomacy and discretion, especially in sensitive or high-stakes situations;
Effective communication and liaison skills with regulatory bodies and external agencies;
Ability to prioritize multiple projects, meet deadlines, and perform under pressure;
Motivated, enthusiastic, and adaptable team player who thrives in fast-paced, dynamic environments;
Physical and Availability Requirements:
Frequent sitting, computer monitor and keyboard use for extended periods of time;
Willingness to work irregular hours, including evenings, weekends, and holidays.
