Utility Supervisor

position in the Public Works department

DESCRIPTION



Reporting to the Manager of Public Works or the designated replacement, the Utilities Supervisor participates in, and supervises, the work of Utilities personnel engaged in the maintenance of water supply, disinfection and distribution infrastructure, sanitary and storm sewer collection and treatment systems and facilities. This is a working supervisor position.

The Utility Supervisor works with minimal supervision and a great deal of initiative while participating in and supervising the works of employees, contractors, consultants, and specialty personnel as required. The position will require coordination of tasks with other Public Works Supervisor.

This position works closely with the Public Works Supervisor and provides assistance to them on a required basis. The Utility Supervisor is an effective team member whose contributions assist in the achievements of Public Works department and organizational objectives.

TYPICAL DUTIES AND RESPONSIBILITIES



Plans, performs, assigns, coordinates, supervises, inspects and assists crews and equipment engaged in public works projects of varying complexity, such as:

Maintenance tasks associated with the water system, including but not limited to valve maintenance, hydrant maintenance, water main flushing, pressuring reducing valves, leak detection, meters, customer service notifications, water quality testing, pressure testing, reservoir cleaning, and water treatment maintenance scheduling.

Dam inspections and reservoir level tracking.

Maintenance tasks associated with the sanitary and storm sewer system, including but not limited to jet rodding, sewer lining, laterals, manholes, catch basins, treatment plant maintenance, flow monitoring, and pump stations

Documentation development for Standard operating procedures.

Ensuring the annual reporting requirements are met for the water, sewer and dam infrastructure.

Researches and suggests new policies and/or procedures to improve work productivity.

Assists in reviewing engineering drawings with Engineers and Contractors for construction works.

Collects data for all tasks in a systematic and accurate manner. This involves completing work order requests, maintenance reports and calculation records then inputting them into a database program such as Maintenance Manager.

Participates in the guidance and evaluation of subordinates and assists in the development, design and implementation of professional training programs related to utility operations and maintenance.

Locates underground utilities and performs general municipal construction and repair work as required.

Responds to public works emergency calls.

Ensures safety of work sites and safe work practices of staff.

REQUIRED SKILLS, QUALIFICATIONS & ABILITIES



Supervise in-house and contract personnel assigned to the Utility section.

Provide leadership and mentoring for staff under the supervision of the Public Works Manager. Ensuring all staff are trained and orientated on all aspects of the District's utility systems, procedures, tools and equipment.

Plan, prioritize, schedule, and coordinate work tasks performed by the Utilities section, with other Public Works staff and contract personnel.

Use tact, good judgement and independent initiative to deal with interpersonal matters and public relations to ensure that a positive approach is used by Utilities staff in providing effective and efficient customer service.

Ensure that all District of Invermere Health and Safety Policies and WorkSafe BC Regulations and Safety Standards are adhered to by Utilities personnel and contractors at all work sites at all times.

Review daily crew sheets for all work completed by or under the direction of the Utilities section and thoroughly document all work performed.

Prepare documents, letters and related correspondence to maintain effective working relationships with other utility companies, developers, contractors, consultants, the general public and District staff.

In consultation with the incumbent's immediate supervisor, other District personnel and departments, assist with the implementation and administration of computer-based inventory, maintenance management, and unit cost tracking programs for all above ground and buried District utility systems assets.

Prepare and obtain quotations and tenders and undertake the purchase of goods and services in accordance with the District Purchasing Policy and practices.

Prepare and update detailed project specific cost estimates and budget submissions for proposed annual operation and maintenance activities and projects/acquisitions proposed for inclusion in the District's Five-Year Financial Plan.

Technical and practical knowledge with respect to water system pressure testing, disinfecting and sampling.

Wide range of applied knowledge related to water distribution, wastewater and storm sewer systems and principles.

Ability to maintain accurate records and data related to water, sanitary and storm maintenance.

General Supervisory Required Skills, Qualifications & Abilities

Ability to direct staff in order to maintain the Public Works functions as an efficient and effective operation.

Ability to plan, schedule and execute complex tasks, involving the coordination of employees, equipment and contractors, effectively and efficiently.

Excellent organizational and time management skills with the ability to implement maintenance plans.

Ability to maintain accurate records and data

Ability to estimate accurately the time, labour, equipment and material required to perform public works maintenance and construction projects.

Ability to work from written orders, engineering drawings, field instructions, grade sheets and oral instructions generally.

Ability to keep basic written records such as time sheets, material delivery records and grade sheets as necessary.

Thorough knowledge of applicable provincial safety regulations and municipal safety policies.

Excellent networking and interpersonal skills to interact with internal staff, external agencies, contractors and members of public. These skills are required to represent the municipality effectively as well as to provide direction and leadership within.

Excellent problem solving, decision making and negotiation skills in a complex environment.

Excellent oral and written communication skills.

Sound computer skills with the capacity to promptly learn new computer software programs relevant to the position.

Ability to organize and prioritize work in order to meet deadline

Knowledge of the WorkSafeBC rules of safe operation and the precautions to be taken to avoid accidents in the operation of equipment.

Ability to draft short reports, keep and document records, schedule regular maintenance, co-ordinate projects and liaise with outside agencies and contractors.

Ability to deal tactfully and effectively with the public and fellow staff members.

EXPERIENCE



Minimum of ten (10) years' Municipal Public Works experience; or work experience of a similar nature in private industry including;

o Minimum seven (7) years' direct hands-on work experience with day-to-day involvement with operation, maintenance and/or installation of water distribution systems

o Minimum seven (7) year direct hands-on work experience with day-to-day involvement in operation and maintenance of municipal wastewater collection and/or treatment facilities

EDUCATION



Completion of Grade 12 or equivalent, supplemented by related technical training or equivalent broad public works experience.

LICENSES / CERTIFICATES



Valid Class three (3) Canadian Driver's License with Air Endorsement

Valid Environmental Operators Certification Program (EOCP) certification in Water Distribution and/or Water Treatment and/or Wastewater Collection and/or Wastewater Treatment.

Cross Connection Assembly Tester would be an asset

Chlorine Handler's certificate equivalent to that issued by the BCWWA after approved course completion and successful passing of examination

This position is within C.U.P.E. 2982 bargaining unit. The current wage rate for this position falls within the range of

$42.68-$44.00

per hour plus benefits as detailed in the Collective Agreement. The Utility Supervisor position is expected to work 40 hours per week Monday to Friday from 8:00 am to 4:30 pm.
