General Information:Majestic mountains, the rugged West Coast Trail, serene lakes, and one of the worlds tallest free-standing timber rail trestles all lie in the picturesque Cowichan Valley Regional District (CVRD). Located on Vancouver Island, the CVRD provides a wide range of local government services to a population of 80,000 within its 4 distinct municipalities and 9 electoral areas. Just 50 km north of Victoria and 30 km south of Nanaimo, the Cowichan Valley offers a warm climate and numerous parks, recreational, cultural, and social opportunities.Are you a Civil Engineer with significant experience in utilities infrastructure planning and analysis? If so, consider joining our team of professionals in the key role of Utilities Engineer.Reporting to the Senior Manager, Utilities, the Utilities Engineer is responsible for providing professional engineering expertise to contribute to the planning, design and construction of a wide variety of infrastructure projects and initiatives for the Cowichan Valley Regional Districts water, wastewater, and stormwater systems. The Utilities Engineer ensures work aligns with applicable standards and regulations. As a member of a cross-functional team, this position will provide direction and supervision of staff and contractors to facilitate the provision of the above-noted responsibilities. Qualifications:

  • Degree in civil engineering or related field from a recognized university
  • Registration as a Professional Engineer (P.Eng) with Engineers and Geoscientists British Columbia (EGBC)
  • Project Management Professional (PMP) designation is considered an asset
  • Minimum of five (5) years of progressive experience, specifically in the engineering and design of municipal water, wastewater and stormwater management systems, involving a broad range of engineering, operational, project management and administrative responsibilities
  • Demonstrated experience in project management, including oversight of complex capital infrastructure projects
  • Strong experience ensuring designs and projects comply with local and provincial regulatory standards, specifications, and best practices
  • Experience with hydraulic modeling and design software for water, wastewater and stormwater management systems is considered an asset
  • Experience working in/with local governments is considered an asset
  • First Aid Level 1 with CPR
  • Valid Class 5 Drivers License

Hours of Work:35-hour full-time work week with the opportunity to participate in the CVRDs Flex Time Program. This position may be required to attend some evening and weekend meetings.Where operationally appropriate and subject to change, the CVRD has a Work From Home program. This program allows staff to work remotely, with the number of remote days per week determined by operational requirements, from locations that are a daily commutable distance from their work at a CVRD worksite. This position works from the CVRD's main office in Duncan, BC, and at this time, is eligible to be part of the Work From Home program, potentially working a hybrid in-office / remote schedule after a successful in-office training period. Salary:Salary range of $106,952.24 to $125,033.57 per year (2025 rates), commensurate with experience, plus a comprehensive benefits package including extended health, dental, and insurance benefits, pension, and paid vacation.
