Effective July 1, 2023

The salary range for this position is:

Recruitment range: $120,186 - $150,232 maximum starting salary is determined through knowledge, experience, and internal equity.

Performance range: starting salary to max of $172,768 is available through annual performance increases.

An employee in this classification is excluded from the bargaining unit as defined in the Labour Relations Code.

Job Summary:

The University of Victoria is seeking an experienced treasury professional to ensure the optimal use of university financial assets including cash, debt, investments and other financial instruments. The position makes recommendations and supports the implementation of working capital and endowment investments ($700-800 million), the long-term disability trust investments ($20 million), the staff pension plan ($300-350 million) and debt ($100-150 million including sinking funds). This position also develops financial models to assesses business cases, oversees the university\'s risk management and insurance program, and provides analytical oversight to the university\'s collective bargaining processes.

Key objectives:
  • Provide effective and timely investment recommendations to committees and boards with subject matter expertise with respect to asset allocation and meeting financial investment goals.
  • Develop and implement internal and external debt plans to balance risk and rewards of meeting operational objectives.
  • Work with unit leaders on a project-by-project basis to assist with the development and evaluation of business cases.
  • Working with investment consultants and custodians to coordinate the implementation of an investment monitoring and risk management program for all university and related entity investments.
  • Manage relationship with investment managers and consultants by proactively communicating current investment strategy, investment performance, investment reporting and fee negotiations.
  • Oversee the management, administration and monitoring of the university\'s risk management and insurance program and assessing potential budget impacts of an annual insurance budget.
Job Requirements:

What you bring

University degree in Commerce, Business or Economics or a related field with an emphasis on investment and treasury management, and 10 years of related work or an equivalent combination of education, experience and training.
  • Comprehensive knowledge of public and private capital markets, investment and treasury management trends and risk management.
  • Demonstrated experience drafting reports, monitoring investment performance and creativity to develop financial solutions to meet goals.
  • Excellent communication skills, and ability to work with people at varying levels within an organization and with varying financial skills.
  • Ability to lead a team, build relationships and work collaboratively with colleagues and external partners.

Job Summary

Mandate/core purpose of role:

The mandate of the Treasurer role is to ensure optimal use of university financial assets including cash, debt, investments, and other financial instruments. The working capital investments are $200-300 million, and the debt is over ~$150 million. This role also includes being the Treasurer of the Foundation and to recommend policy and procedures for the Foundation Board with respect to asset management and spending to ensure that the Foundation remains aware of and implements best practices when optimal in overseeing $500 million in assets. This position also provides investment advice and support for the Staff Pension Plan (SPP) $330 million, the Long-Term Disability $20 million (LTD) Trust and the supplemental benefit arrangement ~$10 million (SBA). This position also develops and assesses business plans, manages the University\'s risk management and insurance program, and provides financial modeling and analytical oversight to the University\'s collective bargaining processes.

Objective:
  • Oversee the university\'s hedging program and manage the working capital financial investment pool.
  • Develop and implement internal and external debt plans to balance risk and rewards of funding.
  • Establish policies, procedures, and systems for various entities associated with the university.
  • Develop and implement a risk management program for investments, including proactive stress tests.
  • Implement an investment monitoring system.
  • Manage the university\'s enterprise risk management and insurance programs.
  • Provide analytical support for collective bargaining processes.
Job Requirements
  • 10 years of directly related experience, including 4-6 years of supervisory or management experience
  • Undergraduate degree in commerce, business, economics, or a related field
  • Successful completion of the Certified Financial Analyst program (CFA) or a professional accounting designation (e.g., CPA) with appropriate experience.
  • Comprehensive knowledge and experience with financial management in large and complex environments or the equivalent combination of education and experience
  • Successfully applying problem-solving skills and creativity to develop financial solutions to meet goals
  • Ability to build relationships and work collaboratively with colleagues and external partners
  • Demonstrated dedication, diligence, and commitment to learning and development
  • Strong understanding of and ability to stay current on economic conditions, market trends, evolving financial instruments and trends
  • Ability to work with people at varying levels within an organization and with varying financial skills
  • Commitment to valuing and contributing to an inclusive and respectful working and learning environment
  • A Canadian Risk Management (CRM) Designation would be considered an asset.
