Major Responsibilities:


Reporting to the Supervisor Right-of-Way Management, the Transportation Standards Officer in Right-of-Way Management will be responsible for conducting inspections and investigations to ensure compliance with the City of Toronto by-laws and applicable regulations including the Public Right-of-Way, as well as the following:

  • Conducts inspections and investigations of the right of way to ensure compliance of City of Toronto Municipal Code Chapter provisions, provincial statutes, legislative requirements (i.e. City of Toronto Act, Planning Act, Building Code Act, Ministry of Labour/Transportation/Environment legislation, Health & Safety Act, Highway Traffic Act, prohibitions under the Criminal Code of Canada, etc.).
  • Reviews and interprets blueprints and architectural drawings and applications such as piling and shoring, bridge construction, tunnels, etc. Assesses the proposed activity for compliance with construction requirements, legal agreement requirements, terms and conditions and public safety installation requirements.
  • Examines technical and site plan drawings. Obtains and assesses professional engineers\' reports. Authorizes the issuance of permits and permission to enter into agreements.
  • Reviews and interprets blueprints, architectural drawings, reports, applications and surveys for Construction Activities, Front Yard Parking, Commercial Boulevard Parking, On-street parking permit and special events, assesses the proposed activity for compliance with construction requirements, terms and conditions and public safety installation requirements as well as compliance with the By Laws and/or decisions of council. The specific codes are Chapters 742, 743, 918, 925, 517, 719 as well as Zoning By laws.
  • Issues Part 1, 2 & 3 Offence Notices under the Provincial Offences Act.
  • Attends court and testifies as an expert witness, Participates in the preparation of Crown Briefs and determines course of action with Prosecutors.
  • Swears information before the Justice of the Peace, serves Summons\' and executes Court Orders (i.e. Orders to Comply and/or Prohibition/Probation Orders).
  • Conducts surveillance and undercover operations to obtain evidence for enforcement measures.
  • Develops and implements investigation plans including proactive enforcement measures, background research and tracking of statistics. Provides a summary-in-brief with the outcome and forwards recommendations.
  • Investigates spill impacts, chemical cleaning and idling complaints and conducts field sampling. Ensures compliance with emergency preparedness measures and occupational health & safety regulations.
  • Authorizes construction activity within appropriate proximities to protected trees. Investigates tree injuries and/or removals and determines if charges should be issued.
  • Investigates construction sites to ensure compliance with the Ministry of Labour requirements. Issues Stop Work Page 2 of 3 Orders and Orders to Comply.
  • Authorizes the closure of sidewalks, roadways and laneways to ensure public safety.
  • Seizes, stores and documents all evidence including photographic and video evidence pertaining to vehicles, equipment, signs merchandise and goods illegally stored or installed within the Public Right of Way.
  • Receives payment for the release and disposal of unauthorized equipment which has been seized in accordance with city policies and the Repair and Storage Liens Act.
  • Moves barricades and ensures erection of all regulatory signage and set-up of street events in accordance with Traffic Management Plans and Emergency Response Contingency Plans.
  • Initiates and conducts joint investigations with other law enforcement agencies, such as other municipalities, police officials, Provincial Government organizations and Federal Government departments.
  • Conducts interviews of complainants, offenders and witnesses.
  • Responds to emergencies and initiates immediate action to remedy emergency conditions (i.e. falling glass from buildings, fallen scaffolding on roadways, flying debris, etc.).
  • Monitors the work of contractors to ensure compliance with contractual terms and provides contractor with written confirmation of work performed.
  • Ensures work completed by contractors is measured and documented accurately so payments are processed accordingly
  • Represents Transportation Services at various meetings with the public, elected officials, other divisions and other government officials.
  • Promotes compliance with the City\'s by-laws and provincial statutes and informs members of the public of their responsibilities as they relate to the Right of Way.
  • Participates and/or leads the review of existing, and the development of new programs and processes
  • Conducts educational programs (i.e. Idling By-law, Snow and Ice By-law, Off-Street Parking, etc.) and train new staff.
  • Occasionally assists with customer service when operationally required
  • Performs On-Street and Off-Street Surveys as well as on-site parking priority inspections



Key Qualifications:


Your application must describe your qualifications as they relate to:
  • Secondary school graduation diploma or an equivalent combination of education, experience and training in the same or related field (i.e. Municipal By-Law or other Law Enforcement related course or program).
  • Experience in interpreting and applying by-laws and in conducting investigations and appropriate enforcement action to obtain and ensure compliance.
  • Considerable experience in dealing with the public in dispute management or conflict resolution situations.
  • Experience working with a computer and the ability to utilize variety of software, i.e. Microsoft Word, Excel and mainframe systems such as RACS, TMMS, etc.
  • Must possess and maintain a valid Province of Ontario, Class \xe2\x80\x9cG\xe2\x80\x9d Driver\xe2\x80\x99s License and must qualify for the City\xe2\x80\x99s equipment operating permits and requirements.



Special hiring notes:
  • Successful candidates are required to complete Municipal Law Enforcement Officer (MLEO) certification and all other mandatory training to be considered for this position.
  • As a condition of employment, selected candidates will be required to pass and maintain police reference check conducted by the Toronto Police Service in accordance with Municipal Law Enforcement Officer (MLEO) certification requirements.



You must also have:
  • Excellent oral, written and interpersonal communication skills when dealing with the public, council members and staff in other service areas.
  • Ability to write in a clear, concise and legible manner.
  • Ability to organize, prepare and carry out tasks to meet deadlines.
  • Ability to read and interpret plans and drawings.
  • General knowledge and understanding of City\'s technical standards, policies and practices related to permitted road activities.
  • Ability to compile accurate information and prepare effective reports and correspondence using a computer.
  • Thorough knowledge and understanding of the by-laws and legislative requirements relating to the division\xe2\x80\x99s core functions.
  • Ability to lift objects weighing up to 20 KGs into a vehicle or other location.
  • Ability to work rotating shifts is required (day, afternoon, night, weekend and holidays) independently, in an outdoor environment which can include extreme weather conditions
