Position Summary
The Policy & Program Coordinator is responsible for leading transportation policy and program research, analysis, development, and implementation for active transportation, traffic systems and safety, and parking under the general direction of the Manager, Transportation Policy & Programs. This job provides customer service and engagement with residents and stakeholders on transportation related issues, programs, and policy changes.

This position manages the design, development and implementation of programs and policies consistent with strategic plans for Transportation & Infrastructure Services and other city departments and in support of the City\xe2\x80\x99s Official Plan and Kingston Transportation Master Plan to ensure the safe and efficient movement of pedestrians, cyclists, and motorists.

The position acts as a subject matter expert in matters pertaining to the City\xe2\x80\x99s transportation systems, active transportation, parking and other policy matters and works in tandem with stakeholders in the planning, public works, engineering, transit and finance to develop and enhance the transportation policy goals of the City. This position also researches and drafts department protocols, by-laws, and prepares reports to City Council and committees.

KEY DUTIES & RESPONSIBILITIES

Develops and implements transportation programs and policies to ensure the safe and efficient movement of pedestrians, cyclists, and motorists
  • Coordinates the development of short and long-term transportation plans at a block, neighbourhood, and city-wide level that support broader transportation policy goals
  • Develops and maintains transportation demand data that is used to update major transportation studies and policies
  • Delivers education and promotion of the existing transportation system and its various components to educate the public on various transportation facilities and to promote active modes of transportation
  • Coordinates the review and update of implementation-based transportation policies and by-laws to align with strategic priorities
  • Prepares staff reports to Committees and City Council to introduce new transportation policies or programs or provide updates on existing initiatives
Interfaces with residents, stakeholders, and Councillors to investigate, assess, and provide information or next steps on transportation-related issues
  • Conducts counts or observations to collect transportation data or information at sites
  • Completes assessments of transportation issues using relevant technical guidelines and manuals
  • Provides written and verbal responses to transportation-related inquiries from Council and members of the public
Supervises and supports frontline Transportation Services staff
  • Supervises frontline staff providing transportation programs including crossing guards
  • Designs, implements, and reviews procedure manuals as well as develops policy for enforcement strategies, staff performance and productivity standards
  • Researches and implements targeted training programs for Transportation staff development including when there are new or changed initiatives or regulations
  • Develops department protocols, research and draft by-laws, and resolve complaints and concerns resulting from enforcement activity, and draft short forms wordings for approval (eg. Ministry of the Attorney General)
Liaises with internal stakeholders including planning, public works, engineering, transit and finance on projects and initiatives by serving as a technical subject matter expert for the City\xe2\x80\x99s transportation systems, active transportation, parking and other policy matters to develop and enhance the strategic transportation policy goals of the City
  • Contributes to the development of transportation standards to be integrated into zoning bylaws, subdivision standards and site plan standards
  • Assists with the development and review of advanced transportation planning ensuring compliance with applicable department standards, policies, and procedures
Learning and development
  • Participate in opportunities for self development including development of technical skills, and participation with professional associations to keep up to date with industry standards and best practices and changing regulatory requirements
  • Participate in opportunities for leadership development through training and support of team including development and mentoring of frontline transportation staff

Qualifications, Competencies
3-year degree or diploma in Transportation Planning, Public Administration, or a related field; 4-year degree or diploma combined with graduate work in Transportation Planning or Public Administration, preferred

3 years related experience, including work that involves public sector research/policy analysis, preferably in a transportation environment

Knowledge of provincial and federal transportation-related legislation and guidelines, preferred

Ability to work outside regular business hours as needed

Valid class \xe2\x80\x9cG\xe2\x80\x9d Ontario driver\xe2\x80\x99s license; travel required within the City of Kingston frequently

Required to obtain and maintain a satisfactory criminal record check
