Job Summary Reporting to the Manager, ATS Learning Delivery ? NCR, the incumbent is responsible for all administrative matters pertaining to operational training in the National Capital Region (NCR). The training administrator provides support to students, both during their initial training and in their transition to their on-the-job training (OJT) location. This role will also provide support to additional training programs, part of the NCR delivery portfolio. The training administrator ensures compliance with relevant policies and regulations in all aspects of operational training from recruitment to OJT unit placements, as well as release from training.


Key Accountabilities:

  • Administer the office to ensure that all important information and training documents are processed accurately for effective action and decision-making on behalf of the Manager, and the team. The position is the administrative focal point for all students or employees in training within the NCR portfolio.
  • Provide direction and support to students in the ATS Learning Delivery NCR unit, ensuring they are aware of, and adhere to company policies, procedures, and relevant collective agreements.
  • Develop and maintain a system of internal and external correspondence to track documents and review them for pertinence, format and timeliness.
  • Coordinate the internal management of records, training documentation, accommodation, personnel, security, access to information, reference materials, and audits.
  • Assist in the planning of meetings and conferences during absences of the Manager.
  • Prepare and provide oversight for the ATS Delivery NCR organization, Quality Assurance Evaluations, and Transport Canada Audits.
  • Maintain the integrity of all training documentation, including student files, in accordance with ATSAMM, Canadian Aviation Regulations (CARs), and relevant internal policies.
  • Assist the Manager with the development of a 3-year training plan, associated budget, and qualification predictions.
  • Prepare and submit licensing applications for air traffic controller licenses in accordance with CARs, associated standards and other guidance material issued under the authority of Transport Canada. Acts as liaison to Site Managers in providing advisory and consultation services regarding accurate completion of ATC licensing documentation.


Job Requirements
Education:
  • Successful completion of a secondary education
  • An acceptable combination of education, training, and experience
  • A diploma of college studies in administration would be an asset


Experience:
  • Demonstrated experience providing administrative support to multiple individuals.
  • Demonstrated experience interacting with individuals from various backgrounds and levels within the organization.
  • Experience analysing and interpreting documents to apply appropriate rules and procedures.
  • Experience in working in a unionized environment.


Language Requirement
The incumbent must demonstrate excellence in French and English languages, for both writing and oral skills.

Knowledge:
  • Strong knowledge of MS Office applications including Excel, PowerPoint, Word, MS Project.
  • Knowledge of software systems such as Workday, SharePoint Online, Clarity, employee scheduling system, workforce planning tools.
  • Strong knowledge of NAV CANADA Shared Purpose, Values and Culture.
  • Knowledge of organizational policies, and guidelines regarding pay and benefits, budgeting, security, travel, purchasing, correspondence, records, and confidentiality.


Abilities:
  • Organize and prioritize work.
  • Create, monitor, and update training files and corresponding systems.
  • Identify errors in systems, and resolve where possible.
  • Establish positive working relationships with all stakeholders.


Personal Suitability:
  • Strong interpersonal skills, as well as oral and written communication skills.


Working conditions:
  • This position is based at Ottawa but may be eligible for a flexible work arrangement.
  • Occasional travel required.
