The Traffic Engineering & Road Safety team of the Department of Public Works directly impacts the quality of traffic engineering efficiency and road safety engineering operations in the province. We develop and ensure comprehensive standards, policies, procedures, and programs are in place to mitigate injury and collisions on Nova Scotia's highways.
Our team is comprised of professional staff who develop and manage various policies and programs, collect collision and traffic census data, conduct engineering studies and analysis, and impact traffic control devices, highway signage, legislation, and regulations.
About Our Opportunity
Under the general direction of the Manager, Traffic Engineering and Road Safety, the Traffic Collision Analyst leads the research and reporting of information requests and trends related to the traffic collisions. This position develops their research and reporting methodology and builds, manages and maintains a number of traffic collision datasets.
Primary Accountabilities
Key responsibilities for the position include:

• Develops research and survey methodology and conducts research and analysis on data and information sets from a variety of sources to support development, evaluation and decision making. Develops database queries and analyzes the resulting data to provide accurate collision reports to the stakeholders.
• Researches topics providing input into recommendations for briefing notes, policies, procedures and program development.
• Conducts research using primary data sources and selects relevant information to enable analysis of key themes and trends. Compiles and analyzes collision data to identify trends and anomalies.
• Develops data management tools and resources to enable the preparation of collision reports, including statistical, graphical and geospatial information.
• Establishes a network of contacts in other jurisdictions, sharing information and best practices. Has frequent contact with other stakeholders including police agencies, municipalities, other provinces, national committees, as well as internal government partners such as the Registry of Motor Vehicles and the Medical Examiner's Office.
• Performs standard and non-routine data processing tasks and advises on the performance of departmental processes. Manages collision reporting programs by tracking collisions and preparing collision reports and summaries on both weekly and monthly timeframes, with comparison to the rolling 5 year history of collisions.
• Leads research and analysis required in response to requests for information.
• Responds to requests for collision data and analyzes from a wide variety of stakeholders (engineers, consultants, media, researchers, etc.) from both private sector and government departments (Federal, Municipal, Provincial).
• Tracks and monitors outcomes for a portfolio of projects.

Qualifications and Experience
You will have a bachelors degree in a relevant field and at least three (3) years of related experience or an equivalent combination of training and experience.
You must:

• Demonstrate a high attention to detail; ensuring accuracy in research, analysis, and reporting;
• Have strong organizational and project management skills;
• Possess strong analytical capabilities to interpret data, trends, and patterns effectively for informed decision-making;
• Have excellent written and verbal communication skills, including the ability to present information clearly and concisely;
• Be proficient in various software applications, particularly Microsoft Office products;
• Thrive under tight time constraints, handling pressure effectively when meeting deadlines and managing multiple projects concurrently;
• Demonstrate the ability to work independently using sound judgement and considerable initiative;
• Balance priorities effectively and foster positive collaboration within the team and across departments.

The following would be considered assets:

• A working knowledge of the Motor Vehicle Act
• Experience in data management best practices including protection of confidential information;
• Proficiency with database software and data analysis and visualization tools such as Cognos, Power BI, etc.

• A related masters degree and one (1) year of related experience
• A related 2-year diploma and five (5) years of related experience
• Seven (7) years of total related experience

Working Conditions

• Normal work week is 35 hours/week, 7 hours/day.
• May be required to work overtime on occasion.
• Typically located in a comfortable office environment.
• Much of the time is spent in a comfortable position with frequent opportunity to move about.
• Regularly reads and interprets multiple sources of information, regular requirement to type, read and work on a computer.
• May experience pressure with deadlines and need for accuracy.

Pay Grade: PR 10
Salary Range: $2,262.74 - $2,760.42 Bi-Weekly
