The Opportunity

The City of St. John\'s is currently hiring a full-time permanent Traffic Analyst. This position independently conducts site investigations, compiles data, performs analysis, develops plans, and makes recommendations to Traffic Division supervisors in addition to performing troubleshooting and maintenance on traffic signal equipment.

Accountabilities

  • Assemble, program, and bench test traffic signal controllers prior to field installation.
  • Troubleshoot malfunctions, isolate defects, and make repairs to traffic signal equipment and related control devices.
  • Conduct routine inspections and preventative maintenance on traffic signal equipment and central coordination systems.
  • Maintain detailed records for traffic signal equipment maintenance, modification, and repair.
  • Receive, issue, and maintain traffic signal hardware inventory and inform supervisor when ordering is required.
  • Configure, install, and remove electronic traffic counters.
  • Provide guidance, support and training to Junior Traffic Analyst
  • Develop, implement, and monitor traffic signal timing plans using traffic signal analysis software.
  • Develop pavement markings plans and sign layouts and issue work orders for the installation of same; provide on-site installation guidance to other city departments, contractors, or other outside agencies as required
  • Prepares traffic control plans for road and sidewalk closures and encroachments in accordance with City Specifications
  • Conduct a variety of traffic and pedestrian studies, including turning movement counts, travel time, and delay studies.
  • Perform roadway and intersection capacity analysis, and traffic control warrant analysis based on collected traffic count data to determine if a traffic signal is warranted.
  • Investigate, report, and make recommendations on complaints regarding traffic and parking signage, pavement markings, sight distance obstructions, street lights and other traffic control devices.
  • Investigate and determine sight line requirements for fence, sign, and access applications and provide written report to other city departments; provide on-site guidance to property owners as required.
  • Investigate requests and issue permits for the safe placement of on-street refuse containers
  • Assess route requirements and issue permits for over-sized tractor trailer loads, including review of turning radii, height, width, and other roadway restrictions; coordinate escorts including traffic signal contractor and other outside agencies when required.
  • Performs inspection work and provides technical advice on Traffic Division related construction projects to ensure adherence with City Specifications and the approved construction plans
  • Ensure all safety practices are adhered to at the job site for Traffic Division related work
  • Assess extent of work completed by contractors for progress payments on Traffic Division related projects
  • Prepare cost estimates for Traffic Division related projects/
  • Program and safely deploy in the field variable message signs and portable traffic signals Layout inductive traffic loops for new or existing traffic signal and permanent traffic counting stations
  • Locate underground traffic and lighting related utilities and infrastructure for other departments and outside agencies/contractors as required
  • Interpret and comply with all relevant traffic guidelines and standards such as National Electrical Manufacturers Association TS1 and TS2 technology; International Municipal Signal Association (IMSA) traffic signal, sign, and marking guidelines; Transportation Association of Canada (TAC) Manual of Uniform Traffic Control Devices (MUTCD), Signal Warrant, and Pedestrian Crossing guidelines and standards; Newfoundland and Labrador Highway Traffic Act, and the City of St. John\'s Specification Book.

Qualifications

Education: Graduation from High School, supplemented by a Diploma in Civil Engineering Technology from a recognized post-secondary institution. Must have completed the IMSA Traffic Signal Technician Level I and II Courses or IMSA Signs and Markings Level I and II. Must be a member, or be eligible to become a member, of the Association of Engineering Technicians and Technologists of Newfoundland.

Experience: A minimum of five (5) years\' experience in an engineering environment, which includes a minimum two (2) years in traffic operations using related traffic equipment. Must be able to interpret and comply with all relevant traffic guidelines, standards, and regulations. Knowledge of St. John\'s Specifications Book will be a definite asset.

Other: Basic working knowledge of computer spreadsheets and word processing programs, Arcmap GIS, TES, Synchro, and standard traffic counting software. Ability to work independently and with minimum supervision and direction. Ability to maintain good communications with City Departments. Possess a valid Class 5" Driver\'s Licence. Excellent oral and written communication skills and ability to deal with people in a respectful, tactful manner. Applicants with an equivalent combination of education, training and experience may also be considered at the discretion of the City.

Working Conditions

Work is performed in an office environment with outside work in all weather conditions.

Physical Requirements

Walking occasionally for an extended period of time; finger dexterity/grasping ability required to operate traffic controller devices and related equipment; high level of attention and concentration needed while troubleshooting devices on site. Must be able to lift up to 50 lbs to transport signal controllers and other traffic equipment.

Hours of Work

9:00 am - 4:30 pm, Monday to Friday, 33.75 hours per week
