Job Description

As the senior technologist within the Branch, the Technologist 2 works under the direction of the Supervisor of Underground Structures and provides general supervision of junior technical staff; conducts studies; performs drafting and related calculations to be utilized in the construction drawing approval process; performs skilled drafting work and related calculations for the development of new utility alignment standards; updates and maintains the Branch's geospatial database application (GeoMedia); is responsible for tracking and compiling of drawing approval data to be used in the budgetary process. This position provides estimates to clients on service delivery costs under a cost-recovery model, bills clients for service and reconciles yearly costs to recommend rate changes.

you will:



Coordinate the branch's municipal consent service delivery responses through skilled drafting work and calculations in the review of infrastructure drawing submissions. Provides preliminary research into existing services for approval of utility construction drawings in order to avoid any location conflicts and to utilize the City's rights-of-way (ROW) in a safe and optimum fashion. Supervise and coordinate work for junior technical staff. Reviews proposed utility services drawings to detect obvious errors or omissions, ensures adherence to standards and detect potential for future utility conflicts. Determine if Utility Location Standards are applicable in a given case and, if not adhered to, determine reasons for such departures by contacting the submitting agency. Utilize document management software (Acrobat Adobe Pro) to circulate, track and manage workflow of drawing submissions. Administers the Branch's GeoMedia Application. Link plotted drawing from the geospatial database into the branch's index drawing database. Develops specialized queries in GeoMedia for data analysis. Develop and maintain an index program for the Underground Structures Drawing file computer database. Prepares, submits and records fee for service costs for individual projects in accordance with the established guidelines and procedures of the Underground Structures Branch. Records and distributes project identification for record and billing processes. Responds to internal and external customer requests. Performs other related duties consistent with the classification.

Your education and qualifications include:




Graduate in Technology from a recognized Institute of Technology and eligible for membership in CTTAM (Certified Technicians & Technologists Association of Manitoba) as a Civil, Certified Engineering Technologist (C.E.T.) or Certified Applied Science Technologist (A.Sc.T.).

Five years' experience (post CET designation) working in an engineering support function including utilizing AutoCAD and GIS software.

Experience and proficiency with Microsoft Office Suite (Office, Word and Excel), Adobe Acrobat 8.0, and G.I.S. related systems such as GeoMedia.

Experience in the interpretation of plans, field notes, sketches, blueprints, technical drawings, and legal descriptions.

Experience in the application of engineering principles and practices in the municipal field.

Ability to interpret and apply regulating documents such as City by-laws, standards, policies and procedures.

Ability to lead, motivate and train team members.

Strong organizational skills with the ability to manage competing assignments and meet deadlines.

Ability to conduct cost estimates.

Experience performing complex analysis (including custom queries) of data using GIS principes and software, and prepare accurate reports and maps of the results.

Knowledge of construction procedures, materials and methods as applicable to the position.

Knowledge of Federal and Provincial legislation related to this position.

Demonstrated experience drafting, reviewing, and updating manuals, public communications, agreements, and other official documents with accuracy and clarity.

Strong interpersonal skills with the ability to establish and maintain positive working relationships and manage conflict with employees at all levels of the organization, external contacts and the public.

Strong communication skills with the ability to communicate in a clear and concise manner, verbally and in writing.
