The Technical Manager for Reactor Safety, will provide technical leadership and guidance on the technical program and will work with a diverse team of engineers, scientists, and other technical experts. Expertise in reactor safety will allow the Technical Manager to set scientific priorities and develop strategies for research and development projects related to the reactor safety of both advanced nuclear reactors and the current fleet. This role must maintain internal and external relationships, seek external knowledge, and stay situationally aware of advances in the field to ensure that our organization remains at the forefront of this critical work. The role includes responsibility for developing commercialization opportunities with respect to reactor safety research and analyses as well as broader academic and industrial collaborations.

Key focus areas for this role will be aligned with ARD and RFSD capabilities including:
1) Development of Reactor Safety
- Modelling and experiments related to thermalhydraulics, CFD, safety analysis, uncertainty methodology, severe accidents, fission product release, passive safety, and advanced measurement techniques.
- Focus on both normal operating conditions and upset including accident conditions.
2) Advanced Codes and Modelling
- Development and validation of codes and models; focus on ARIANT Thermalhydraulics code and OpenMC Modules for SMRs
- Contribution to development (or update) of SMR code strategy and roadmaps.
- Multiscale and multi-physics modelling: framework to qualify high-fidelity CFD and coupled multi-physics models

The Technical Manager supports the Directorate Mission by providing high-level technical input to the scientific research programs in the Directorate. The purpose of this role is to establish scientific priorities, develop strategies and maintain internal/external relationships in the respective areas directly related to the Directorate\xe2\x80\x99s strategic focus and to be situationally aware of advances in the relevant fields that could further enhance and drive innovation.

DUTIES
Functions and responsibilities include but are not limited to the following:

  • Support the Directorate in the development and execution of the Mission strategy
  • Contribute to the S&T Vision and Mission for CNL
  • Challenge and provide advice to senior management on strategy based on knowledge of the technical area, environment, policy, customers, and marketplace
  • Advise senior management on pursuit of strategic research growth by anticipating client and market needs \xe2\x80\x93 create a vision of the future
  • Define, develop and lead technical collaborations that deliver growth in programs and capabilities
  • Develop commercialization opportunities to drive program growth and CNL\xe2\x80\x99s impact
  • Contribute to the development and oversight of the Directorates intellectual property strategy
  • Working as part of the management team, provide technical leadership for the Directorate
  • Seek and promote external interactions and knowledge for promoting relationships and leverage for the Directorate
  • Model integrity, leading by example. Demonstrate and communicate the expectation that everyone shall behave in a manner consistent with a healthy, safety and security culture
  • Build and maintain a climate of trust. Act with transparency, respect, and fairness with all team members and stakeholders
  • Promote/initiate an environment that values willingness to implement new approaches to problem solving
  • Support CNL in the safe, secure, and compliant operations
  • Encourage and participate in facility/laboratory walk-downs
  • Promote a respectful work environment such that reporting safety issues and concerns is encouraged and issues are resolved
  • Support in nurturing, guiding, and advancing scientific capabilities - staff, facilities/labs, and equipment
  • Support the successful execution of projects and programs to meet Mission requirements
  • Provide input and recommendations for the establishment of a product and services strategy
  • Negotiating Scope of Work and deliverables with internal/external stakeholders
  • Propose the prioritization of scopes of work (i.e., what would achieve the overall strategy)
  • Optimize alignment of activities with stakeholder expectations
  • Collaborate with internal/external stakeholders to foster innovation, perform work, and help develop capture strategy, promotion of S&T, outreach, proposal development, and stakeholder/customer engagement strategy
QUALIFICATIONS
  • Masters and 10 years or more experience or Bachelors and 15 years or more experience acceptable or equivalent
  • PhD preferred
  • Experience and/or expertise with many of the Directorate\xe2\x80\x99s technical areas and capabilities
  • Industrial and/or commercial experience desirable
  • Passion for science, technology, and discovery
  • Recognized leadership in one or more technical Mission areas within the Directorate
  • Organizational skills, in both the technical and business domains, inclusive of planning and progress monitoring
  • Exceptional communication skills, with an ability to clearly articulate strategic and technical concepts to broad audiences
  • Technical society membership and/or leadership in a Mission-relevant field, desired
  • Participation on standards committee(s) in a Mission relevant field, desired
  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification is an asset
Security clearance eligibility required: Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat \xe2\x80\x9cStandard on Security Screening\xe2\x80\x9d and the \xe2\x80\x9cPolicy on Government Security\xe2\x80\x9d.
