About Our Opportunity
CSDS, in partnership with Service Nova Scotia, is leading a full-scale modernization of the Land Registry Program-a critical transformation that will enable faster, more secure, and user-friendly land services for Nova Scotians. This initiative will overhaul outdated platforms and processes, introducing modern digital infrastructure that supports service excellence, adaptability, and inclusive design.
As the Technical Manager, you will report to the Project Director, and you will lead a multidisciplinary team responsible for building the future of land registration in Nova Scotia. This is a rare opportunity to shape a generational change in government services while applying human-centered design, modern technologies, and agile methodologies. You will play a strategic leadership role-guiding both technical excellence and collaborative delivery in an environment committed to service innovation.
Primary Accountabilities
Lead Technical Excellence
Guide the design, build, and deployment of secure, scalable, and user-centered digital platforms, ensuring they meet accessibility, cybersecurity, and interoperability standards in line with CSDS's Digital Code of Practice.
Empower a Multidisciplinary Team
Manage a team of developers, testers, and DBAs, fostering a high-trust, inclusive, and psychologically safe environment. Support professional growth, encourage experimentation, and drive continuous improvement.
Modernize Legacy Systems
Lead the migration from legacy technologies (Java, Oracle Forms, IBM Forms) to modern frameworks like ASP.NET MVC and Razor/Blazor Pages, leveraging best practices in DevOps, automated testing, and cloud-native development.
Drive Agile Delivery
Operate within agile teams, supporting sprint planning, stand-ups, backlog management, and MVP delivery using tools like Jira. Champion service iteration based on user feedback and real-time performance data.
Ensure Quality, Privacy, and Resilience
Oversee robust documentation, architecture standards, data protection protocols, and cybersecurity practices, ensuring systems are compliant, auditable, and resilient.
Engage and Align Stakeholders
Collaborate with product owners, service designers, delivery managers, and government stakeholders to translate user needs and policy objectives into digital solutions that deliver measurable outcomes.
Promote Reuse and Sustainability
Identify opportunities for reusable components and services that align with CSDS's broader platform and modernization goals, enabling scalable and future-ready digital capabilities.
Qualifications and Experience
As a Technical Manager, you have a Bachelors Degree or diploma in a technical discipline plus
several years of progressive experience, or an equivalent combination of training and experience may be acceptable
