Mariner Partners is looking for a Technical Development Manager who has experience in the Software Development sector. The Development Manager has prime accountability for the successful delivery of Mariner software development projects to the delivery team, with success measured by schedule, budget, quality and customer and employee satisfaction. The Development Manager also has functional responsibility for the leadership and management of the software Development Team. Mariner\xe2\x80\x99s success is completely dependent on our people, and as such, this role is crucial to that success. As the key management resource responsible for effective software development, this role is critical to Mariners\xe2\x80\x99 reputation, revenue recognition and future customer business. As a Technical Development Manager, you will motivate the team as you work on internal development projects as well as customer facing delivery projects. You will lead Mariner development teams and act as a prime project contact for our customers. You will demonstrate great ownership and be responsible for the successful development and delivery of Mariner software products into hosted and customer environments.


The Development Manager role has two major areas of focus: Development Project Management and Functional/HR Management. Development Project Management duties include:

  • Coordinate the assessment and provide input to all software development requests (regarding scope, cost, schedule, and key assumptions & dependencies) to the product management team.
  • Develop project plans for the development and delivery of development projects and product releases, collaboratively working with the customer-facing project manager and product manager to ensure alignment with customer and market expectations.
  • Ensure that scope is documented and well understood. Define Statements of Work to explicitly identify Mariner activities/deliverables, dependencies, and key assumptions.
  • Plan and coordinate all Mariner activities necessary to ensure the design, development, configuration management, and QA of development projects, are on schedule, on budget with high quality and excellent customer satisfaction. This includes the definition of project schedules that factor in time for an appropriate level of change, issue resolution, and test cycles.
  • Budget for and manage to the quality criteria within the release and product lifecycle.
  • Manage, communicate and mitigate project/release risks to ensure delivery stays on track.
  • Provide regular status reports, both internally and to Mariner customers/stakeholders as required.
  • Track, manage and control development costs according to the defined budget.
  • Develop the project team by enabling coaching and training that will improve the competencies of all team members to improve overall project performance.
  • Accepting that change is a natural component of the delivery lifecycle, work collaboratively with the customer-facing PM and Product management prime to manage project change with a formal change management process.
  • Oversight of the configuration management strategy to ensure appropriate merge, project and release management activity.
  • Communicate software readiness for releases and ensure software is transitioned successfully from product development to customer care and delivery. This includes formal operational and functional training, availability of ecosystems, and quality assessment/risks.
Functional/HR Management duties include:
  • Development process leadership: The Development manager owns the development process and is responsible to ensure that this process is well understood by all team members. The Development Manager is also responsible for the effectiveness of this process, in terms of repeatability, quality and efficiency. As such, this role is accountable to drive improvement into the process and ensure that improvements are fully implemented and institutionalized. Continuous improvement in the development process is a key component of the Development Manager\xe2\x80\x99s role.
  • Performance Management: Responsibility for performance management for team members, including providing regular performance feedback (formal and informal), setting objectives, ensuring clear role expectations, and providing guidance on personal career development.
  • Team Communications: Responsible to ensure clear two-way communications between team members and the rest of Mariner. This includes ensuring that the team has clear, current and ongoing visibility on Mariner\xe2\x80\x99s corporate strategy & objectives, values and business context. It also includes ensuring an avenue for feedback from team members to the wider Mariner team.
  • Team Capacity and Growth: Responsible for fostering a collaborative environment, motivating the team in the day to day work, removing obstacles to ensure team success, monitoring team dynamics and morale, minimizing team frustration and ensuring that the team is functioning effectively and purposefully. This includes providing a safe environment for feedback and improvement, cheerleading when there are tough problems, creating realistic schedules, providing an avenue for growth, ensuring frequent and appropriate recognition for team members and/or the team.
  • Recruiting: Responsible for the hiring process, including screening, interviewing and hiring of new team members as required.
  • Functional management: Responsible to ensure that team members are equipped to perform their duties effectively, including ensuring proper training, proper infrastructure and tools availability, well defined functional processes etc. Ensure an environment for effective cross-team collaboration.
  • Priority management: Ensure that team members understand and are clear on current work priorities,
  • Manage and report on the major KPIs associated with our effectiveness in Quality, Schedule & Budget.
Management and reporting of government funded projects (IRAP, SRED and others). Be familiar with programs to maximize opportunities for Mariner to leverage various programs.

Qualifications
  • A goal oriented, success-driven nature;
  • Solid organizational skills including attention to detail and multitasking skills;
  • Flexibility and ability to adapt to changing project priorities;
  • Proven customer-facing experience;
  • Excellent communications skills (both verbal and written) and able to manage the relationship with the client and all stakeholders;
  • Excellent team skills with an ability to not only supervise but also coach and mentor as required.
  • At least 10 years of experience with customer-facing technical project management is required, in the building and delivery of software products;
  • Agile development methodology
  • Ability to effectively utilize Microsoft tools like Project, Excel, PowerPoint, etc., to define and mange project schedules
  • Solid understanding of project management fundamentals, including risk management, communications management, change management and reporting.
  • Must be able to function independently, with minimal supervision.
  • Some travel may be required.
  • PMI certification
