We are looking for a Technical Advisor to support our Construction Research Centre. The Technical Advisor would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

NRC Construction is implementing the \xe2\x80\x9cPlatform to Decarbonize the Construction Sector at Scale\xe2\x80\x9d to accelerate and scale up new technologies to help transition the Canadian construction sector towards decarbonization and contribute to the emerging low-carbon economy. It will also establish new codes, standards, specifications, and guidelines to position the sector to achieve its 2050 greenhouse gas (GHG) carbon reduction targets. These investments will help spur the growth of Canada\xe2\x80\x99s clean technology sector and help achieve Canada\xe2\x80\x99s international commitments to reduce GHG emissions.

The Technical Advisor ensures National Master Specification (NMS) content keeps pace with industry codes, standards and technologies. This includes providing technical advice and support to technical committees in the development of the Canadian National Master Construction Specification (NMS).

The Technical Advisor provides information and replies to enquiries on NMS and other related issues to users across Canada.
KEY ACTIVITIES

Developing and maintaining a knowledge and understanding of the initiatives, policies and programs at NRC and in the construction industry in general. Being aware of new technologies and trends that impact NMS in order to aid the technical committees in developing master specifications.

Researching and maintaining a knowledge and understanding of building sciences, engineering and economics involved in the application of technology to design and construction.

Maintaining a comprehensive knowledge of the National Construction Codes, referenced standards and of the technical developments in these documents.
Identifying areas requiring study and undertaking research in those areas, assisting in technical discussions, and writing papers on the findings for consideration by the standing committees.

Your Challenge (Continuing)


Providing responses to technical enquiries concerning NMS and, where appropriate, researching additional information to determine if revisions to the NMS content are required.

Participating in the deliberations of technical committees regarding potential changes so that:
  • Available relevant information is considered by the committee;
  • Possible conflicts with other specification sections or code provisions are identified;
  • The final language of proposed specification changes accurately reflects the intent of the committees and principles of specification writing.
  • Providing administrative support to the committees by planning meetings, preparing material and taking accurate meeting minutes.
Maintaining close, effective and harmonious relations with:
  • Researchers in the area pertinent to committee work; and
  • Organizations representing the concerns of the construction industry (i.e. construction specification or materials associations, contractors and installers\xe2\x80\x99 associations, engineering and architectural associations).


Making presentations to stakeholders and user groups on specification-related matters, such as education and training initiatives, and changes to NMS.


Screening Criteria



Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education



A Master\'s degree in engineering.

Candidates who possess a Bachelor\'s degree in engineering, architecture or building science with extensive relevant experience in the field of specifications, codes and standards will also be considered.

Experience



Experience in the use of specifications, codes and standards in one or more of the following disciplines:
  • Architecture
  • Engineering
  • Fire Protection
  • Energy;
  • Building envelope;
  • HVAC and Plumbing services;
Extensive experience in the use of computer programs for word processing and communication tools such as email and the internet, and familiarity with spreadsheet calculations, simple databases and project management programs.

Candidates will be assessed on the basis of the following criteria:

Technical Competencies



Knowledge of the contemporary construction industry and the impact of regulations on construction economics.

Knowledge of contemporary and emerging technologies in the building construction industry.

Knowledge of building design and construction technologies.

Knowledge of the regulatory framework in Canada including the role of the national code documents, and their relationship to provincial codes and material/design standards:
  • The National Construction Codes;
  • The cost of construction and the impact of regulations on construction economics; and
  • Construction research and development performed at NRC and its application to the construction industry is an asset.
Ability to write a variety of reports and meeting minutes in English is required.
Ability to communicate effectively orally and in writing.

Relocation



Relocation assistance will be determined in accordance with the NRC\'s directives.

Compensation



The intent of this hiring action is to staff this position at the RCO-2/RCO-3 level, which is a mid-career level position with a salary range of $74,230 to $123,393.

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate\xe2\x80\x99s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).
