Job Description

The Housing Technical Advisor plays a key role in supporting IFNA member First Nations by leading housing inspections, guiding construction standards, and managing housing projects. This position ensures new and existing homes meet building codes, safety standards, and funding requirements, while also building local capacity through training and program development. The Advisor works closely with community housing staff, public works departments, and federal partners such as Indigenous Services Canada (ISC) and the Canada Mortgage and Housing Corporation (CMHC) to support safe, sustainable, and culturally informed housing in remote northern communities

Responsibilities:



Inspections:

Review building plans and inspect construction and existing homes to ensure compliance with building codes, safety standards, and quality requirements. Complete Housing Condition Assessments (HCAs) and develop repair estimates and maintenance plans.

Project Management:

Lead housing repair and construction projects from planning to completion. Oversee budgets, timelines, and contractors while maintaining documentation and ensuring compliance with codes and funding requirements.

Advisory & Training:

Deliver hands-on training and mentorship for First Nation housing staff on inspections, maintenance, and safety practices. Support local capacity building and community-led housing initiatives.

Reporting & Compliance:

Prepare inspection and project reports, manage funding documentation, and ensure compliance with CMHC, ISC, and other partner requirements.

Policy & Program Development:

Support the development of housing policies, SOPs, and technical standards. Contribute to long-term housing strategy, funding proposals, and culturally grounded.

Position Requirements:



A college diploma in construction, civil engineering, or architectural technology (or equivalent). 5 years of related work experience or as a qualified tradesperson in a construction trade (e.g., plumbing, carpentry, electrical trade) Provincial certification in a skilled trade or as an engineering technologist. Ontario Building Code certification is a definite asset. Wood Energy Technology Transfer (WETT) certification is an asset. Extensive knowledge of Ontario Building Code specifically part 9. Contract Administration experience and designation is an asset. Demonstrate knowledge and experiencing with performing building inspections. Experience with reading and understanding contract documents and drawing packages. Excellent communication skills, both written and verbal. Excellent computer skills, including proficiency in Word Office, Excel, MS Outlook, and PowerPoint. Practical and theoretical experience in administration, management, and advisory services.

Salary Range:

$83,208 to $109,180 annually

Schedule:

Monday to Friday with regular travel
