Position Summary:

The Technical Lead plays a key role in SE Health\xe2\x80\x99s complex clinical technology ecosystem by providing cross-functional leadership and direction on how to best leverage technology options to meet business and clinical stakeholder needs and drive its development. As a senior resource, you will consult and collaborate with a wide range of interdisciplinary team members, acting as the bridge and translator between the project team, nonclinical/business stakeholders, enterprise architects, internal technology stakeholders, and external technology vendors to identify and drive the development/configure technology solutions that enable best-in-class patient-centered care. You will leverage your experience working with clinical applications and your general technology expertise to become a subject matter expert in our technology ecosystem, providing direction to the project team in relation to existing system/software capabilities and taking a lead role in the design, configuration, development, testing, and implementation of new health information systems. This position draws on working knowledge of clinical information systems, electronic medical record (EMR) applications, Agile methodology, understanding of BI applications, and integration best practices.

This role is a hybrid full-time contract role with benefits until June 30, 2025 with possibility of conversion to full-time permanent before end date.

Responsibilities:

Technical Delivery Management

  • Develop and implement detailed work plans for a project or release of a system by performing the analysis for general systems requirements using a broad-based understanding of systems relationships, estimating work required task by task, determining the sequence, and assigning tasks to staff
  • Lead daily scrums with the delivery teams and overall coordination with project resources (e.g., developers, administrators, BA/BSAs from multiple product lines) by monitoring progress, ensuring that quality of work produced is of an acceptable standard and coordinating with project leaders of interfacing systems to ensure that overall plans are being met
  • Collaborate with the appropriate technical groups, ensuring that the work required is estimated and that agreements are in place to provide the necessary support or expertise
  • Negotiate with client departments and other project teams affected by identifying conflicting requirements between departments, getting agreement on a work plan for the project, setting schedules based on priorities and staff availability or requirements, and ensuring the assigned staff have the required knowledge and skills.
  • Leads team meetings, participates in team discussions, and actively participates in or champions continuous quality and process improvement activities by reviewing job workflow, reporting system issues and errors, and providing input/feedback to the project leadership team such as identifying roadblocks and inefficiencies, and proposing possible solutions.
Product Leadership
  • Oversee the success of the suite of products put forward to meet customer needs
  • Work with internal and external product teams to amalgamate and align roadmaps, negotiate and influence product team priorities, and make trade-offs to ensure that the suite of products you deliver is done so on time and within budget
  • Manage competing priorities, navigating complex organizational structures, and make data-driven decisions to drive the technical solution\xe2\x80\x99s success.
Technical Solutioning
  • Partner closely with Solution and Enterprise Architects, and the project leadership team to develop an understanding of the problems to be solved and related technical constraints/opportunities by leading a collaborative process involving identifying and developing feasible, practical, and user-centric solutions
  • Collaborate with product-specific technical leads/product owners to perform technical scope of work as required by analyzing business requirements to determine systems requirements, preparing detailed system design proposals, designing complex systems by using standard analytical practices for technical environments including data base and file design, inputs, outputs, programs required and interfaces to existing systems
  • Prepare complex technical documents, review code and approve solution designs
  • Maintain a good working relationship with application/technical vendors, liaising with vendors or third-party services personnel to troubleshoot and remediate issues, monitor service level agreements and response times, collaborate with vendors on patches and releases, create detailed Service Requests documents, and contribute to the development of Requests for Proposals (RFP) documentation to be sent to vendors
  • Contribute to the development of organizational policies, standards, and guidelines related to assigned technology portfolio and ensure technology solutions balance functional, quality, security and systems management requirements.
Requirements:
  • Graduation from a recognized degree or diploma program in Computer Science, a minimum of five (5) years\' recent related experience, or an equivalent combination of education, training and experience.
  • Experience leading agile processes and in-depth knowledge of Agile methodology and principles (e.g. scrum, sprint planning, managing the backlog, etc.)
  • Experience implementing/managing a platform, custom development, integrations (APIs, webhooks, orchestration etc.), and/or database management
  • Previous experience working in a technical lead capacity managing a portfolio of complex clinical information systems and business applications
  • Strong collaboration, problem-solving and decision-making skills.
  • Excellent oral and written communication skills.
  • Knowledge of relevant Canadian health privacy legislation and its impact on business and technology requirements in a healthcare environment, including PHIPA/PIPEDA.
  • Previous experience in software project or product management, especially related to clinical systems (including but not limited to EMR/EHR or health information exchange/interoperability), would be considered an asset.
