As the Team Lead, Cross Connection Control (CCC), you will manage and oversee The City's CCC program - a critical component in safeguarding drinking water quality, protecting public health, and ensuring regulatory compliance. This program monitors over 75,000 CCC devices across 25,000 locations, using compliance software and data tools to track and enforce requirements under Water Utility Bylaw 40M2006, provincial and federal legislation, and The City's Drinking Water Safety Plan. Reporting to the Leader, Community Compliance, you will provide strategic and operational leadership to a team of compliance specialists and inspectors. Your role includes guiding risk-based inspections, managing escalated compliance cases, optimizing processes, and driving continuous improvement through technology and data solutions. Primary duties include:

Leadership & Team Management: Recruit, mentor, and develop a team of staff, fostering a safe, healthy, and inclusive work environment. Set performance expectations, manage resources, and provide coaching on complex compliance issues. Compliance Program Oversight: Lead the delivery of the CCC compliance program, resolve escalated cases, and collaborate with internal and external partners to mitigate contamination risks and improve compliance levels. Strategic Planning & Change Management: Identify and implement process improvements, digital solutions, and performance metrics. Drive long-term strategies for program optimization and technology upgrades. Technical Expertise: Provide guidance on compliance requirements, software functionality, and alignment with water quality standards and environmental legislation.


Qualifications

A degree in Business, Science, Social Sciences, Environmental Planning, Public Administration, Marketing or Communications or related field. At least 8 years of related experience in project and change management, communications planning, software implementation and training, policy and guideline development, or related activities in a Water Utility or a complex multidivisional organization. Equivalent combinations of experience and education may be considered. Experience with compliance programs, data analysis, and software systems (selection, migration, integration) is required. Ability to interpret legislation, bylaws, technical standards, and technical data in a multi-disciplinary environment is required. Formal leadership experience will be considered an asset. Strong leadership and interpersonal skills, with the ability to build relationships across diverse parties is required. The ability to work on several time-sensitive projects simultaneously and manage ambiguity is required. Strong analytical, problem solving, and strategic thinking skills are required as well as the ability to prioritize, build consensus among interested parties and influence without authority. Advanced communication skills for engaging customers, regulators, and City leadership are required.

work week earning 1 day off in a 3 week cycle.
