As stewards of the province\xe2\x80\x99s financial affairs, we deliver a wide range of corporate fiscal and management services \xe2\x80\x93 including the preparation of the provincial budget \xe2\x80\x93 as well as ensure government plans are coordinated and fiscally responsible.If you are detail oriented and enjoy working in a fast-paced environment, we have an exciting opportunity for you to explore as a Tangible Capital Program Analyst.About Our OpportunityAs the Program Administrative Officer 4 you will be responsible for providing advice and assistance on financial matters as well as administering and/or coordinating financial accountability mechanisms within the broad objectives of the Entities (Crown Corporations/Government Business Enterprises) under the Department of Public Works responsibility.Primary AccountabilitiesWithin a typical day, you will be responsible for:

  • Providing advice and assistance with financial statement preparation and consolidation. You will also be the key contact for the audit process and responsible to co-ordinate the audit efforts with external and/or internal auditors
  • Providing council, advice, analysis and assistance to senior management, capital program staff, client departments, and Entities on financial matters related to the assigned capital and operational projects. You will monitor the assigned capital and operational project approvals and commitments in accordance with legislation and audit requirements.
  • Developing policies and procedures regarding financial accountability measures and accounting policies in consultation with senior management, staff and clients
  • Participating in changes to financial systems and/or training and providing advice
  • Preparing reports, briefing notes, and correspondence
  • Accountable for the coordination and implementation of expenditure control, budgetary planning, forecast, forecasting and accounting for assigned capital as well as operating expenditures, and recoveries in accordance with GAAP, PSAB, IFRS, government policies, regulations and procedures for the Entities and Projects under DPW responsibility.
  • Provide reports on expenditures, recoveries, assets, inventory and perform analysis on a proactive basis through a variety of standard and ad hoc analysis methods, techniques and models. This involves the development and/or review of financial models to assist in decision making.
  • Monitors expenditures and cash flow for capital and operating spending regarding assigned projects under the Entities within DPW responsibility.
  • Responsible for monitoring forecast to budget and making recommendations within the accountability framework when forecast variances occur.
  • Manages and participates in special projects with other project staff, and outside consultants as required.
Qualifications and ExperienceThis may be the right opportunity for you if you have a bachelor\xe2\x80\x99s degree with six years of related experience, or an equivalent combination of training and experience. You also possess knowledge of PSAAB and other relevant CICA standards and requirements.An understanding of the SAP asset module, plant maintenance, and capital project solutions including work breakdown structures elements is considered an asset.You possess the ability to critically analyze and cost programs, forecast operations, examine financial statements, to counsel clients on finances, accounting and reporting, in the context of generally accepted accounting principles, legislations and policy.
