What will you do?



Working in collaboration with the Manager, Systems Processing & Support Services for leadership duties of Systems Processing staff reporting to the position including but not limited to hiring, work assignments, delegation, and performance management/documentation Accountable to ensure the team is managing compliance with corporate policies and federal contract regulations while aligning to corporate strategic direction by monitoring the teams work, including but not limited to, issuing supplier performance surveys, spot checking completed document upload with compliance requirements, and reviewing tickets resolved Regularly meet as a team and individually to monitor staff's workload, engagement, and performance and implement corrective actions plans as necessary Provide leadership, development, coaching, performance evaluation, and feedback to staff while proactively communicating and escalating to the Manager, Systems Processing & Support Services where needed Lead the design and delivery of advanced training programs for staff on complex system functionalities, data analytics, and best practices in contract management and purchasing, ensuring a highly skilled and adaptive team Engage, assign, and provide recommendations in work/tasks/projects assigned to staff; Provide guidance and recommendations on a continuous basis in supporting and empowering staff towards completing the work, problem solving, while promoting collaboration, initiative, and flexibility Ensure the prudent and effective use of financial and human resources in the delivery of the section and team's work Ensure team's effectiveness through measurement against key performance indicators Uphold overall quality assurance/control for staff by integrating valuable lessons learned and lead continuous process re-engineering and automation initiatives for contract processing and purchasing, leveraging data insights to optimize workflows and reduce manual effort Accountable for the completeness and content of work completed by the team Proactively complete and participate in analysis and research of the broader market research, industry trends, patterns and recurrences to ensure the City is utilizing best practises Identify issues, opportunities, trends and gaps when sharing market leading practices with section and branch Other related responsibilities

Qualifications

:Bachelor's Degree in Business Administration, Public Administration or a related discipline, or equivalent is required A minimum of five (4) years of progressively responsible experience within a large, complex unionized organization, preferably within the public sector. Two (2) or more years of progressively responsible supervisory experience

Assets:



Certified Professional Purchaser (CPP), Supply Chain Management Professional (SCMP) or Certified Public Purchasing Officer (CPPO) or equivalent is an asset Project Management Professional (PMP) or related project management designation Change Management certification Masters degree in law, financial management, supply chain, business administration, management, public administration, government relations, project management, change management

Skills required for success:



Deep knowledge of Supply Chain Management, including Procure-to-Pay processes, contract management, and relevant public sector policies and regulations Proven ability to lead, coach, and build effective teams, including managing recruitment, performance development, and conflict resolution Expertise in using advanced data analytics and visualization tools to create performance dashboards, conduct predictive analytics, and forecast trends Experience in leading end-to-end process re-engineering initiatives, applying methodologies like Lean or Six Sigma to optimize workflows Ability to connect operational activities and system functionalities to broader corporate objectives and enterprise performance management frameworks Strong capacity to proactively identify, assess, and mitigate operational, financial, and reputational risks Demonstrated ability to champion innovative technological solutions that drive digital transformation Exceptional verbal and written communication skills, with the ability to deliver compelling strategic presentations to executive leadership Proven skills in building strategic networks, alliances, and partnerships, and working collaboratively with diverse groups Experience applying project management principles and tools to effectively plan and manage program delivery

Work Environment:



Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52. The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
