Experience and Skill Set Requirements

  • Provides specialized expertise for mobile and portable radio networks/systems to analyze ministries and/or public safety operational radio communication needs/requirements. Develops and plans implementation strategies of radio frequency technology for senior management of and other ministry and/or public safety users and specialized teams.
  • Develops and recommends short and long term strategies that account for current and future operational radio requirements by meeting with stake holders, planning radio infrastructure needs based on past history and future radio requirements by staying abreast of industry standards. Conduct business case evaluations of new and replacement technology needs based on technology obsolescence, front line requirements, new organizational requirements and new industry standards. Prepares advisability/feasibility studies and specifications of business/operational requirements. Prepares proposals and estimates on radio system maintenance and upgrades.
  • Develops operational proposals to ensure compatibility, interoperability and integration of related government systems, consulting ministry partners and other public safety frontline service delivery personnel while considering identified and anticipated end user requirements by identifying problems/issues around radio coverage, equipment shortcomings and contractors/ suppliers: evaluating alternatives as they relate to ministry operational requirements, related strategies, future needs, and/or business strategies: and assisting users in planning long and short term applications to meet operational needs and frontline service delivery mandates.
  • Plans, assists audits and/or oversees the implementation of approved or proposed initiatives/acquisitions of related radio equipment, systems, subsystems, and applications from proposal stage through development phases including: defining user requirements, conducting feasibility analysis, costing solutions, assists in the preparation of design specifications: assists in the development of system and required documentation and training plans, technology testing and implementation plans.
  • Assists day-to-day logistical planning and co-ordination for training delivery with unit training lead and developing, implementing and delivering other related training to specialized units and/or public safety frontline service delivery personnel. Acting as a facilitator between end-users and external service providers discussing end-user training requirements, receiving feedback, assist with developing training forecasts and consulting on training design and delivery to endure user needs are reflected in the training and meet requirements of frontline personnel.
  • Oversees mobile and related radio systems and operational development, maintenance or support activities by assigning human and /or financial resources, including that of various vendors or ministry partners consistent with identified objectives, priorities and scheduling; provides technical and operational direction to multi-faceted teams: monitors and reports on progress and adjusting deadlines: monitors and controls expenditures; supervises internal project teams and vendor/contracted resources.
  • Represents the GMCB on various ministry, technology working groups/committees to define, set and ensure frontline operational proposals have sufficient substance to proceed: reviews systems development proposals and plans for soundness within the context of overall ministry radio technology strategies, business plans and operational requirements and recommends action to senior managers, private sector partners: recommends project action plans based on initial and ongoing analysis of client needs: assigns work to client and vendor project staff. Refers to supervisor/manager problems/issues such as lack of resources for projects, conflicts between operational requirements.
  • Performs other duties, as assigned.
  • Oral communication and interpersonal skills to liaise with all levels of Ministry personnel and external personnel from agencies with whom there is interaction in the course of carrying out duties.
  • Oral communication and interpersonal skills to work with non-government contractors and others who provide telecommunications services to the government, precisely explaining the nature of the problem and work to be performed, resolving issues with the providers of various telecommunications sub-systems, where necessary, to resolve issues.
  • Oral and written communication skills to present technical Information to system users and other personnel, with a need to translate technical terminology into layperson\'s language, discuss and resolve system issues and problems, and identify and explain alternative solutions and illustrate costs/benefits of various options.
  • Written and oral skills to: write/edit procedures, business cases, technical and financial reports on recommendations related to system strategies and plans, prepare technical documentation/ standards and present recommendations to clients, partners and senior management;
  • Interpersonal skills to consult and mediate solutions between client managers of all levels in a ministry, private/public partners and service/product vendor representatives, to settle disputes with the providers of various telecommunications subsystems and to provide leadership to project teams.
  • Effective listening to users reports of faults in order to determine problems.
  • Analytical, evaluative and problem solving skills to analyze, assess and evaluate future business plans, needs of clients, network traffic, conduct cost/benefit analyses for new telecommunications requirements; plan and design related telecommunications network.
  • Analytical, evaluative and problem solving skills to assess condition, technical performance and capacity of existing systems and determine need and feasibility for expansion, renovation or replacement: apply technology and design methods to telecommunications problems and business solutions.
  • Analytical, evaluative skills to assess contract and tender submissions for compliance with contract or tender requirements. to provide technical assistance with contract negotiations and to assess other relevant impacts to system operation.
  • Evaluative and problem solving skills to review new technology developments. trends and products for application to short and long term ministry network requirements: identify possible methodologies and technologies for user application: analyze and recommend selection of new products/network upgrades. expansion of network/telecommunication system services and capacity.
  • Analytical skills to conduct research investigate technical capabilities of equipment/services available from other government/private agencies and companies and do the financial analysis in order to develop and implement telecommunications systems that will solve operational problems in the field and improve service, where there are no known mechanisms or systems within the government
  • Knowledge of all sub-system components involved in the ministry or public safety service provider telecommunications system such as mobile, portable base radios and repeaters, standby and back up power systems, and radio system switches and communications consoles to analyze and diagnose system design and components.
  • Knowledge of system design criteria and theoretical principles.
  • Knowledge of the current and future state radio system to diagnose problems and accommodate changes or upgrades.
  • Knowledge of the PC software is required to manage operations.
  • Knowledge of related public safety radio software programs used in system design and operations for the preparation of reports, spreadsheets and presentations.
  • Knowledge of contracts and contractors to resolve system performance or failure issues by selecting the appropriate supplier.
  • Job requires knowledge of project management methodology, analytical tools and processes, tendering process and contract administration to provide group leadership to projects, to develop project plans and schedules, to develop and provide input into project budgets. to estimate resources and conduct technical and financial analysis of proposals or end user requirements.
  • Knowledge of Ontario Public Service, ministry and policies and procedures to assist with the preparation of RFPs, acquire related goods and services and to ensure work is completed according to policy parameters.
  • Arithmetical skills to reconcile invoices, assist with a budget, approve for payment and assist with preparation of RFPs
  • Job requires a valid Ontario driver\'s license to facilitate regular travel. Ability to pass Government security background clearance, involving a police records check.
