About Our Opportunity

Reporting to Director of Planning and Accountability of Long-Term Care, Research and Stat Officer 3 is responsible for the development of information and analytical tools and/or research to support evidence-informed decision making related to continuing care. This position is responsible is accountable for the monitoring of standards, outcomes and system performance across continuing care utilizing multiple datasets.

Primary Accountabilities

  • Support departmental initiatives aimed at improving quality and performance by integrating multiple datasets, designing and implementing extract methodology, querying and performing qualitative and/or quantitative statistical analysis, then synthesizing the result into informative reports and graphs.
  • Contribute to effective planning and oversight of Nova Scotia's health system by monitoring key indicators, advising on the correct interpretation of data analysis and maintaining standardized reporting for performance measurement and accountability.
  • Contribute to the maintenance of a management and accountability framework by utilizing results-based management tools, processes and indicators that monitor, measure and assess risk, impact and progress of system performance.
  • Analyze and synthesize trends, performance, comparative and complex analysis into concise and meaningful reports, presentations, and briefing material for senior leadership.
  • Conceptualize methodologies and implement complex algorithms for extraction and analysis of large, complex and high-volume datasets related to strategic planning, service planning, program development and evaluation, or continuous quality improvement.
Qualifications and Experience

As our Research and Statistical Officer, you have a bachelor's degree and five (5) years related experience in policy, program, and research, or equivalent

In addition:
  • You have some experience in process documentation and preparing reports with complex technical data for users who are not subject matter experts. You will also have direct experience in multiple research methodologies and statistical analysis. Program evaluation experience will be considered an asset.
  • A strong understanding and knowledge of the MS Office Suite including strong Excel skills, Visual Basic, Macro programming and presentation tools are required. You are also highly skilled in relational database management tools (such as SQL Server Management Studio) and structured query language (T-SQL, Stored Procedures).
  • You are an analytical thinker, good communicator and are able to work well in a team environment. Excellent interpersonal and relationship building skills will be pivotal in this role as you will need to maintain and forge stakeholder relationships. In addition, effective time management skills will be required.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Equivalencies may include, but are not limited to:
  • A completed Masters degree and 3 years of related experience

Additional Information

Please note, this is expected to be a Term status position with an end date of July 3, 2023; however, the position status ("term", "temporary" or "casual") is dependent on the start date of the successful candidate.

Salary Range: $2,469.30 - $3,001.65 Bi-Weekly
